THIS KKEKKIHAItE MOVKMENT.
Jncque St Cere, the well-informed 1'arU
Correspondent of the New York Herald,
represents the recent change In the com
mercial policy of Germany as "a long step
In the direction of free trade." The repub
lican organs have been;clamorlng about It
as a triumph of the McKinler bill, and by
persistently putting fcrwaid the arrange
ments made with this country and omit
ting all reference to those made with Italy
and Austria, and those in progress with
Belgium, Holland and Switzerland, and in
contemplation on the part of Spain, they
have no doubt succeeded in creating un
Impression among their rerdera that the
policy of high piotection In tills country Is
bringing the world by degree down upon
its knees to us. The press of Germany,
Austria and Italy declare the new policy to
be In the Interest of cheaper livlng.and the
almost universal favor with which It is re
ceived shows that the people have awak
ened to the folly of supposing high tax
ation to be promotive of prosperity.
StrOiijj pressure has been brought o bear
Uport England to join the continental trade
league, but she persistently holds aloof,
and throws her markets open to all the
world, granting no favors and asking
none. Her policy will prevail in the end,
and Ihe unnatural protect'on doctrine will
be consigned to a bourne from which there
will be no return. We do not mean that
there is any likelihood that the civiiizdd
nations generally will adopt the English
free trade doctrine in its entirety, and
abolishing duties except upon one or two
articles which are not necessaries, depend
for revenue upon direct taxation. While
this In theory may be the correct way of
raising a revenue, not many governments
are prepared to resort to it; and revenue
tariff will continue for a long time to come,
f jr the reason that no simpler and no more
equitable way of raising money for public
uses can be designed. The action which
this country will take ar the presidential
will have a profound effect upon election
the trade policy of every other nation. A
Terdict for tariff reform will give the
movement for freer trade an impetus all
the world over. If, on the other hand,
this country declares for high protection,
and thus puts Itself in antagonism to the
growing sentiment abroad, It may be ac
cepted as a challenge by foreign govern
ments to a commercial war. The govern
ments of England, Germany, Austria,
Italy, Spain, Belgium, Holland and Switz
erland are committed to the podcy of
freeing trade of all need'ess shickles, and
their influence wherever it extends will be
exerted to that en.l. The economists of
Europe concede the commanding position
which this country will occupy in regaid
to foreign commerce under a more en
lightened trade policy. With the abundant
snpjtly of raw materials, among which
food products are a principal factor, and
with the remarkable skill of American
mechanics, there is every reason to be
lieve that the United States may easily
take the firs', place in the great commercial
rivalry now in progress the world over if
sounder principles prevail at home. The
European nations are strengthening them
selves for the struggle by reducing the
cost of living to their people. It will be
wise policy for this country to follow their
example. Seattle Tdcgtafk.
When it was ilellnitcly settled that the
New York legislature was democratic in
both brunches, Quay, Dudley, and other
conscientious (') republican leaders discov
ered, at once, that there was a plot to elect
presidential electors by tho legislature in
stead of by the people. Senator Hill who,
to these leaders, is a devil incarnate, being
asked about this report paid:
"That story is silly. Senator Quay and
Mr Dudley are no ik'iihtvrry niro Kentli'ineii.
but thi'.v are hardly the nn-n who wonl 1 !
nc'iuaintr.l with our pl.uis. Thf i-tory is
almost toe ridiculous for a denial. Which
ever party in this state casts the greatest
number of votes iu the usual way will elect
the iresidfnti;;l electors. There will be no
change in the law in that re-jivd."
So another one is spiked.
Of course democrats of Ohio have no
grounds upon which to base a complaint
against the republicans who now propose to
so (jerrymander the congressional districts
of that stab.' as to give them 17 of the 21
congressmen and the democrats 4. lint
President Harrison, who grew so righteous
ly indignant, in his message over the dem
ocratic gerrymander in Michigan, should
now send a message to congress calling at
tention to this proposed republican outrage.
If he is conscientious he will. Hut the
public may watch in vain for the message.
.V physician who kept a nightly record of
his pulse for five years reports that every
year it falls through the spring until ulanit
midsummer, and then rises through the
il ill il inn to November or December. Then
conies a second fall and u second rise, cul
minating in February.
The New York World 1ms polled the leg
islature of that state on presidential prefer
ences with t'ne following result: Democrats,

A GI.AKCK AT THE KXCII AStiKS
The Portland Disfateh says the denio.
cratie party was never in better condition to
carry the atittn than now. The Kugene
(Juanl says there were too many orators mid
too much talk at the democratic convention
at Portland. The daily I'laimieaht is dead
The Walla Walla Statesman "points with
pride" to the fact that the bloody shirt is
defunct. The Commoner says that the large
crops of last year were due to Providence
and not to the McKinley bill as claimed by
republican leaders. The Lake-view Exmimct
says the main policy of the democratic party
is nml always has been for the greatest pos
sible degree of individual uhertv, for treer
nml braider commercial opportunities and
relations, for an honest and economical
government, for equal rights for all and
special privileges to none. The Oregoiifan
with an unusual degree of candor, admits
that the last hope of the republicans carry
ing Xew York for president is crushed out
through tho indefatigable watchfulness of
Senator Hill,
Few of our native trees have orJorifcr
ous wood like the sindal-wood of the Is
lands In the Pacific Ocean; but a few of
Jhe conifera; on the Pacific slope have
sweet scented woods. The fine church at
Matlrkatia, built by the civilized Indians
of Alaska, Is as fragrant as If incense were
continually floating through the air, from
the wood of the great arbor vltx tiuja
pigaiiea of which it Is built. Libacedrus
decurrens, found further south, is known
as "Incense cedar" from its fragrance.
The yellow cypress, Curessus Muttatvsis,
and the Monterey cypress, Crfmsus
maexocarfa, have also scented wood.
There are three factories in the United
States which make about 10.000 corn cob
pipes a day. This creates quite a demand
for the cobs in sections where they grow the
kind that is suitable.

Pimples,
Tho oM Idea of 40 years ago was that faolal
irnptlo:is wcra due to a "blood humor," for
which they gnro potash. Tims all the old Paraa
parlllas contain potash, a most ohjcctloniible ant
drastic mineral, that Instead of decreasing,
actually creates more cruptlous. You have no
ticed this when taking other Sarsaparlllus than
Joy's. Jt is howeTor now known that tho stom
ach, tho blood creating power, is the scat of all
vltlatin; or cleansing operations. A stomach
clogged by Indigestion or constipation, vitiates
tho blood, result pimples, i clean stomach and
healthful digestion purifies it and they disappear.
Thus Joy's Vegetable i-ursapariUa Is compounded
after tho modern idea to regulate tho bowels and
stimulate tho dilution. The effect is Immediate
and most satisfactory. A short testimonial to
contrast tho action of tho potash arsaiarinas
and Joy's modern vegetable preparation. Mrs.
C. D. Stuart, of 400 Hnycs St., 8. F., writes: I
havo for years had i:u!igotIon, I tried a popular
Sorsaparilla but it actually caused more pimplcB
to break out on my face. Hearing that Joy's was
alator prepara'.l.m and noted differently, I tried
it and tho pimple immediately disappeared."
