;' I ',':. V ,i i it' J:' 1. 'i IIKIDUE HflbDINli. I wai a lieutenant o( engineers under Von Moltke, said Paul Wolfl ol Washing. ton. ' Let me give you a chapter from m personal experience to show how thorough ly the German war department prepared in emergencies. One day a message came to me at the barracks bidding me re port In civilian dress at the railroad sta tion and receive orders, I went to the station. A man approached and ad dress ed me as Meyer. I said: "My name Wolff." "No," said he, "your name Is Meyer. Here Is vourbagof samples. You are selling whiskey. I am selling wine We will go to such and such a city and call on Mr So-and-so and Mr So-and-so and try to sell them some foods. We went, and I made an effort to sell whiskey by the sample.but didn't sell any ,of course. Then we proceeded to another city and tiled to sell gocds there. After we had visited several merchants and had returned to the hotel, my companion said to me -W will take a walk across the bridge. We will not leiurn together. On your wry back you will pace the bridge, and going and coming you '11 keep your eyes open to observe all of the points you can about the bridge." Then for the first time I be gan to have a suspicion cf what was really wanted. I strolled down to the bridge and leaned over the edge, looking at some workmen who were making holes In the abutments. I observed the plan of con (traction from various points and then went on across tne st-earn. After awhile I started back, and on my" way I paced the bridge aich by arch. In the engineer corps we are trained to pace dis'ance with great e-actness, I can walk a block row and teil the length of it wl.hln sl inches I returned to my hotel w'li'out having made a note, but with my hem full o'f the plan of construction. My . omna.iion joined me. "Now," said he, -;vou will ie turn to the place from which ve s ai ed and jou will make as complex a dc" M' ion of that b ide as ou c?.i rid tuin it in." I carried out tne o-der end heard no more of the expedition. A constdeiable time after that war came, aid the Gennan army marched to the iionl'er. As the ad vance drew near that bridge I h?d report ed upon was blown up and fe'l in a mass of ruins. The anry hailed. A train of fre'ght cars came forward, and fiom those ca'e was taken the prepa.c J material with which a new bridge was put toge.he. in a few hours and the army marched over the river and into the a-ieny's coun try. Every t'mber and tve-y piece of metal was ready for I.nineuii'le use. A new bridge had been co.isl. uciej thiough out for that particular cocs'-ig, Wsed up on my report. G'obr Dcmocrct.
