Under the above caption, the Qrtgonian
attempts a reply to the article In the Den
ocrat a few days since showing that il
audi vast benefits accrue to the people as
a result of putting sugar on the free list
then these benefits should be enlarged by
putting salt, lumber, coal, woolen goods,
binding twine, jute sasks, tin, etc., on the
free list. It says: ''Protection of sugar will
not stimulate home production of the artl'
cle to any appreciable extent. A dutv on
sugar, therefore, is a tax on the coasumer,
with no compensating advantages result
ing from development of a home Industry"
Butourcotemporary falls(as propagandists
of protectionism always do,) to take Into
consideration the very Important fact that
the consumer has a compensating advant
age resulting from placing a tariff on
sugar, for as most of the sugar used lu
this country is Imported, the tax collected
goes in to the treasury of the United
States where It becomes the common
property of all tha peop'e, including these
consumers, but where the tariff or tax is
levied on that classof goods the market for
which is supplied altogether, or neirly al
together, by home manufacturers, then
there Is absolutely no compensating ad
vantage to the consumer,for he is made to
pay a higher price for his goods while the
tariff or tax goes into the pockets of the
manufacturers, thus leaving nothing for
the government. For the fiscal year ended
June 30, tSoo there were imported into the
United States 3,934,011,590 pounds of
sugar valued at $96,094,532 the duties on
which amounted to about 6S,ooo,ooo all
of which passed Into the treasury to be
tsed in mee'ing the enormous expenses
of the governrrent as now administered.
The protection argument is, that by ex
cluding foreign importations by means of
a high tariff the manufacturer of home pro
ducts will be greatly stimulated, creating
competition among home manufacturers,
finally resulting In such Improved methods
of manufacture as will result in reducing
the prL-e of such products to a point lower
than foreign manufacturers can sell fcr.
It is noticable however that after long
years of protection on iron, coal, wool,
woolen goods, etc., our manufacturers still
come up asking for more protection, and
protectionists usually agree that they shall
have it. Take woolen goods ai an ex
ample. For years the duty has been very
high averaging 58 per cent under the
former law, Even the Ortpnian says
that Europe cannot now compete with us
In cotton or woolen goods except those of
high finish on which a great deal of labor
must be expended and yet In view of this
admitted fact that the McKinley bill,
responsive to the Imperious demands of
New England manufaclurers,increased the
average duty on woolens from 58 tc 91
per cent. It will be asking only what Is
fair and right, that, when the point Is
reached at which American manufacturers
can sell as cheap or cheaper than the im
ported article can be sold for, the tariff
duty should be removed and allow the con
sumers, (the great mass of the people,) to
have the benefit of their cheap competitive
prices. They were taxed to create them
and they should have the benefit of them,
but they are not only denied them but the
tariff tax is going up in many cases, nota
bly in the very articles in the sale of which
the Oregonian says Europe can not com
pete with us. It Is noticable that whatever
position the high taxer assumes his
own words are sufficient to drlye him from
it. Woolens have been protected for many
yearsyet we do not produce nearly as much
as we use. The value of wxls and woolens
imported for the year 18S9 was over seven
ty one million dollars, the duty upon which
was over forty one million dollars. We
are surprised that so Intelligent a paper as
the Orcgonion will still cling to the thread
bare claim that the tariff-tax isaprotecdon
to our labor people. Wages arc governed
here as tl.ey are everywhere else. They
are such as employers choose or are com
pelled to pay. This truism is known the
world over. Protection In so far as It en
ables the seller of an article to demand an
increased price and compels the buyer to
pay such Increased price all for the benefit
of the former Is open robbery and the peo.
