The following Is Governor Pennoycr's
message vetoing the wagon road bill for a
roaJ on Rogue River between Josephii
and Curry counties. The other veto mc
sages were short but stated the same gen
eral objection:
I herewith return house bill N
with my dUt-cnt. This bill appropriate;
out of the general fund $16000 for ll'
building of a wagon road between 'a poi
at the present terminus of the county roai
leading up Rogue river to the boundar
line between Curry and Josephine coun
ties.' In fact.it provides that money raise
by general taxation shall be expended ic
local purposes. No general tax ought to
tie levied for any other purpose whatever
than, the general irood. This rule. If not
imposed bv constitutional provision, Is iU
mended by the requirements of ju&'ace
No man should bis taxed by the govern
inent for the particular benefit of any othc
man. or of anv one community. If the
policy is ever ufefabiished of apprupriatln
money dt-rived from general taxation for
local and special purposes, and the flood
gates of extravagant expenditure are once
opened for such purpose. It will indeed
be a hard matter to ever close them down,
And taxation for such purposes is as viciou;
in policy as it is unjust In principle. Con
ceding that taxes can be laid upon the peo
ple at large for the benefit of panic ula
interests and localities, and our lcgislati
halls will be at once transformed into com.
merc'.al exchanges, and legislation for the
general benefit will be blockaded or jeoji
ardized by log-rolling combinations, the
cohesive bond of which is the looting of
the public treasury for local and special
interests. No money derived fiom a tax
laid upon the people should be appropria
ted for local benefit without a provision in
the law which makes such appropriation
by which such money will be ultimately
paid back Into the treasury. With this
provision no injustice is done to any tax
payer of any locality, as the state treasury
will be reimbursed for all outlays for local
purposes. The state government was
created for the general good alone, and
taxes laid upon the people by it should be
solely for general purposes."

The reason why republican papeis, like
the Eugene Journal, never speak of Ex
president Cleveland except by use of per
sonal abuse is not difficult to penetrate
The Journal especially does this. Its
choice expressions are 'coarse", "thick
headed," stupid," etc., etc. In the ab
sence of anything better, these papers re
sort to this system of barbarous warfare-
Slander and abuse seem to be that paper's
onjy weapons of warfare. It calls hi.nga
"gold bug" with a style and spirit that
shows that it regards this epithet as a
scorchinly opprobrious one. This it does,
blindly unconscious of the fact that many
of the real leaders of the republican party,
such a Harrison, Morton, Reed, Edmunds,
Hoar.Hawley.Dud'ey.Clarkson and Elktnsi
are the inveterate foes of silver. Then why
not denounce these men as "gold bugs,'
The narrow-mindness of the edi'or of the
Jourml in all political matters precludes
It from criticising any republican whatev
er he may do or say.
Before the last November election the
West Siiret Orcgonian and other republi
can papers denounced the democrats of
Wisconsin for making war,as thev alleged,
on the free schools of that state, as they
demanded the repeal of the Bennett law.
The truth, however, was that the Bennett
law required that the English language
should be taught in the private as well as
the public schools. The democrats de
manded the repeal cf this law and made
the issue on that for member? of the leg
islature and won. The legislature now in
session ha3 repealed the obnoxious la.
Half the republicans of the legislature
joined the democrats in voting for the re
peal. It is now In order for these papers
to ribC up and denounce these republicans
as enemies of free schools. But will they
doit? No they will remain as silent as
death.
To read the Scio Pi ess one would think
that there was a great commo'.ion among dem
ocrats because Mr Cleveland holds views on
the free coinage question different from other
democrats. This is the old case of "the wish
is father to the tHouht." The antagonism of
the eJhor of the Press to the democratic party
is of such long standing that it is not a matter
of surprise that he would he only too glad to
chronicle a rupture in the old party of Jeffer
son, Jackson, THJen and Cleveland. But the
most ardent nUhes of the editor of the Press
on this score will not he realized. Democrats
in due time will fall into line and elect Mr
Cleveland or sonic other democrat presi
in 1 $92.
It is unfortunate that (he Ugis!a:ure saw ti
to appropriate only 63000 for the Orphans
Home of this city. This will nut cnal'le
managers to properly utilize that institution
for the next two years. A member cf t!
islature who has had experience says tr,
sum of 10,000 could as easily have been oli
tained as the $ jooo, had a bill been introdu
ctd at the beginning of the session calling fo
that amount. In the future we trust h
will be belter management spiirging from con
cert of action.
