PROSPECTS OrTHEHOISKKYTKADE.
The Albany Evening Journal published
last week a roclterom dispatch from one
o! the hosiery manufacturing towns ex
plaining how the McKlnley tariff was go
ing to boom business. Every one In the
town of Amsterdam, N. Y, where the
manufacture of hoisery and knit goods 1
the chief Industry, was rubbing hl handi
with delight. The rew tariff would ena
ble the manufacturers to charge moic for
their goods, and the mills were on the eve
of their golden age.
But the dispatch w candid enough lo
admit two drawbacks to this beautiful
picture. The new tariff la:? protected
other people besides the manufacturers,
and to this extent deprived the Amsterdam
people of the protective profits they w ere
feasting their eyes on. The new tariff law
increased the cost of wool and of pearl
buttons, two articles which the Amster
dam manufacturers have to buy In large
quantities. So the hosiery men were go
ing to have their taxes Increased a: the
same time their profits were to be increased.
However, they congratulated themselves
that even if the net results of the new tariff
did not greatly increase their rate of profits,
It would at least give them the whole A
merican market bv keeping German and
English hosiery and knit goods out of the
market.
Of course, there i6 some force In this ar
gument, but it is subject to certain quali
fication which the Albany Evening Jour
nal and Its hosiery correspondent do r.ot
notice. We are confident thct every man
who has kept a store, whither a little
country variety store or a great metro
politan emporium, will appreciate the force
of it. Hosiery and knit goods, whether
they are to be worn by men or women, are
generally bought by women, ard women
are very close buyers. When they go
shopping a sign of "Bargain" is never over
looked, and the diflerence between $i and
97 cents on a price card assumes large pro
portions in their eves. Now, the Amster
dam and Cohoes manufacturers are laugh
ing with glee over the now tariff bill because
they expect to mark 75-cet:t shirts up to $r
But suppose the wives and mothers who
are out shopping for their fandlies refuse
to pay $i, and mend up the old ones for
another season, or make flannel under
wear; what shall it profit a manufacturer
if he shall gain a vast amount of protect
ive tariff but lose his customer?
Tlx politician may laugh at It, but the
merchant knows very well that a decrease
in price expands sales, and an increase of
price rcsti lets them. The overwhelming
majority of people In this country arc
obliged to be economical, and they will
buy less if prices advance, if they are al
ready buying as little as possible of some
article, they will give up some other art!
cle of comfort and luxury. They have
only a fixed amount of money to spend,
and the new tariff law does not, cannot, in"
crease that.
If the price of woolen goods advance
the demand to them will fall off, and if
the demand for woolen diminishes, the de
mand for wool will diminish. What will
it profit the American sheepowner to have
the duty on foreign wool increased if de
creased demand for woolens reduces the
demand for wool?
It is said that there are only two words in
the English language wliitli contain all the
