DEMOCRACY IS SAFETY'
In these daya of high taxea, when fo
many are Irving to centralize the govern
ment, It behoovci thoughtful men to con
sider the drift and the tendency of the
timcn. Extremes are always dangerous
The free trader has one idea and one Idea
oniv. lie would have all men think tha1
the only object of the government Is to let
commerce go unfettered. The hii;h pro
tectionists is bv nature a centrallzcr of
power and he has but one Idea and that h
to protect and build up his own special in
terest and he would have the world be
lieve that his industry must have special
care ; that it must be protected if all else is
lost, It is true that l.e is willing oft
times to join hands wth oilier parlies w ho
are willing to help him. in order by asso
ciation, by consolidation of interests, they
may build up privileged classes under the
government by special legislation. These
are dangerous extremes. The one makes
no provision for carrying on the govern
ment and the other considers only his o-.vn
selfish ends and is willing to have all taxed
for his benefit. There is a golden mean
between these two extremes; that golden
mean has been the policy of the democrat
ic party from its foundation. The eame
spiric animates the party to-day.
What is wanted is equal rights for all
and special privileges for none. YVe do not
claim that it is a wUe policy to abolish the
tariff and we are equally opposed to that
poli:y which would place a high protec'.ive
tariff over all industry and thus build up
baronial Restates and establish privileged
classes at the expense of the masses of the
people. The government mu6t be main
tained. Its expenses must be met, and in
order to carry on the government money
must be raised. It is an established policy
to raise the revenue essential to carry on
the government by a tariff tax. Now no
one can doubt that a tariff is a tax; and no
one can doubt that a tariff is protection
whenever it Is applied to articles that are
produced in thia country. A 10 per cent,
tariff is a to per cent, protection. In the
establishment of a tariff both the rights of
the consumer and of the producer should
be considered. Neither free trade nor
prohibitory and excessive tariff is a 6afe
policy, but give us the good old-fashioned
democratic principles honestly, fairly and
justly applied, and we 6hall not hear the
"wail and woe" arising from the masses of
the people because they are over taxed for
the benefit of the few. Stand by the old
principles, stand by the old party , and the
people will be safe. Democracy .neans

The officers of the Washington Tariff Re
form Club and Colored Bureau of Information
have issued an address to the colored voters of
the United Slates, and especially to those of
the South, in which the division of their votes
among all political parties is asked. The cir
cular says:
"We Mere once needed to assault forts on
battle fields, now we are needed at the ballot
box to protect high tariff monopoly, and when
we cease to give aid to this extraordinary high
tariff and thousands of whit Republican office
holders, we will be abandoned again and rele
gated to a political shade of quietude."
The circular says llut all the love Republi
can leader? have for the colored man is to re
ceive his vote. It declares that the negro was
freed simply as a war measure. Two colored
regiments organized in Massachusetts lay for a
year without being recognized as part of the
Union army. Force of circumstances drove
the country to it.
"So you can see," continues the circular.
"that you freed the Northern Republicans,
Negroes differ religiously, why not politically
it is asked,
It is declared that the Southern problem
w'll no: be solved by th? passage of national
election laws. Nothing but Christianity on
the part of the white people and education und
