HISTORIC LESSONS.
History shows ui that almost every
government that hai been overthrown has
owed Ha downfall to the discontent excit
ed by overtaxation. It alio shows ut that
almost every lnurrection and civil war hat
been due to the tame cause. And it hat
made no difference whether the taxea
were direct or Indirect, the discontent hat
arisen from the hardships produced by
overtaxation. It is, therefore, a great
misfortune to our country that our people
allow themselves to be to burdened; sa
deluded that they are indifferent to the
cost of maintaining the government and
hushed into the belief that it makes no
difference how many millions of dollars
are wasted unnecessarily so long as these
millions are scattered among the people.
We hear it said on every side, even by
those who should know better, that it
makes no difference about our expenditures
t long as the cash is spent among our
selves. A man might just as well say
of his own extravagance: "It does not
matter. I spend it on myself and family."
But it ought never to be forgotten that
eyery dollar of national expense must be
paid by the people the laboring penplei
chiefly . And the people who are so very
poor that they never pay out one dollar In
taxes directly, and who have no property to
be assessed, do never the less pay most of
this tax not in money, but in suffering
In a word, in enduring increased privation
n account of enormous indirect taxation.
Human genlut has never yet been able to
devise any form of taxation that does not
weigh most heavily on the toiling masses
except a light tax on luxuries and on in
comes. But even this tax must be very
carefully adjusted or else the rich will e
ytie it by some system of chicanery. The
enormous re enues raised by the govern
ment to defray its extravagant expendi
tures are procured by the most cunningly
devised scheme of swindling the poor that
has ever been inventsd. Under it the mil
lionaire In his palace pays less tax than
docs the poor drayman in his hovel, for it
comes off the necessaries of life. Bad as It
is, it Is made ten times worse bv its effect
to needlessly increase the cost of the nec
essaries of the poor. How is It that it is
maintained without a standing amy to
keep dewn insurrection ? Fer two reasons:
First as Bolinbroke said long ago," a peo
pie will endure vastly more of oppression
from their own government than any
other; Second, the vast expanse of new
cheap lands serve as an outlet ever which
the oppressed many may disperse. But
in these preventives we must long ago
hive had insurrection uprisings that can
end only in military control and despot
lim, Slavery was not the only thing the
American people are capable of cutting
each others throats about. Let some great
general labor strike interfere with the con
tinental traffic long enough to force gov
ernment to draft farmers to shoot rioters
and we may find ourselves in the throes
of a great civil warjas suddenly as in 1S61.
Causes of great dissatisfaction are prepar
ing us without our knowledge and are
pointing to results as clearly as the Kan
sas troubles pointed to their fuller develop
ment in 1SS1.

The shipments of whsat and flour from all
the United States ports from July I to Oct I
were 25,324,7I7bushels, compared with 28,-
050,085 bushels for the corresponding period
of hst year, which is a falling off of enly 2,
725,378 bushels.
United states prisoners cannot be extradited
from Canada. Although Canada was in favor
of giving us back our oriminals, and passed a
bill to the effect, yet Kngland has refused to
honor the act.
The average product of whsat in the State
of Michigan in ten years, 1878 to 1887 inclu
sive, has ben 27,206,853 bushels, and th
average per acre in the same period was 16.8S
bushels.
The total amount of money in circulation in
the United States is $1, 405,038, 000, as against
(1,384,340,280 a year ago. The increase is
in silver certificates and United States notes.
Over 8000 pounds of milk are received daily
at the Antwerp (N Y.,) cheese factory, for
which the farmers receive Si. 20 per hundred
pounds.
