This was done, the Journal explains, ' to prevent England from enter ing into direct competition with America merchants," an explanation which might lead the reaiers of that paper to assume that tea is grown in England, and that A merican merchants needed pro:ection from the cheap pauper labor of that an dent but still vigorous monarchy. Peo ple who read papers not so thoroughly saturated with high tariff ideas, and who do some thinking on their own account, will be likely to suspect' however, that the clause was retained for the sole purpose of enabling American importers and spec ulators to get a higher price for their wares than might be the case if English merchants hid an equal chance in our ..kPt. Evidentlv the democrats in con- gress thought so .00, foi about four years ago this ten per cent, discrimination was abolished, and anybody who wished could go into the markets of the world, whether from London, Amsterdam or New York, buy tea, and sell it to Americans without regard to the custom houses. To the average tea drinker this would seem to be an exceedingly fair and equitable arrange ment, one calculated to break corners, trusts, combinations and the like, and to secure to the consumer a good supply of tea at the lowest market price. It appears that this is exactly the way the policy has worked, for the Journal compia.ns w... "the result has been to open our markets to London merchants, who have litterally flooded us with cheap Congou teas to the exclusion of home interests; and London agents have carried the matter so far as to solicit orders for ten, twenty and twen-ty-five packages of tea from dealers in the interior selling the tea at very low prices and allowing credits of four and even six months to purchasers." This, in the opin ion of the Uurnal, is a very bad state of affairs. But the home interests" appear to be pretty well secured with tea which the English merchant is willing to furnish at low prices and on easy terms, and it is not clear why the American consumers should complain. The English merchant buys his teas in the same markets that the merchants of Boston, New York and Phil adelphia have access to; the voyage across the ocean is no shorter for an English than an American, and business principles ih. eme the world over. The Amer ican merchant has the same opportunity to study the market, buy his teas ana sen them that anybody has, but that is not enough.
