The talk now freely made at to an extra
session of congress,and the activity shown
by Congressmen Reed.McKlnley and oth
ers, in their detlre to reach the speakers'
chairs, calls attention to that body and at
the aame ttme to the eident purpose of
the republican party to increase it slender
majority as teon as possible. In order to
make this majority certain, some of the
most frirolous.and in one sense atrocious,
contested elections cases ever known have
been trumped up to embarrass and annoy
men who cannot by any possibility .except
upon a basis of fraud, be ousted from their
teats . Indeed.ihe cases are some of them
to far from having a shadow of equity to
austaln them, that no intensely partisan
committee would dare to consider them
favorably. For instance, we find that cel
ebrated rebel, Gen James R Chalmers of
Mississippi, within a few years sanctified
by accepting the republican faith, asking
for a seat to which James B Morgan, dem
ocrat, was elected by a majority of 9621.
Chalmers sayt the negroes weie intimi
dated,but can only hope to get a slice from
the treasury , for the expectation of unseat -ing
a man elected by tuch a majority as
Mr Morgan had, cannot be entertained by
tuch a majority as Mr Morgan had.cannot
be entertained by even this distinguished?)
man. A similar case is that of Kernaghan
vs. Hooker In the seventh Mississippi dis
trict Mr Hooker's majority was 8390,but
Kernaghan charges that it was obtained
by intimidati.ig the negroes and driving
them by force from the polls. It would
require a good deal of evidence to persuade
a republican election committee to wipe
out such a majority. But Kernaghan, like
Chalmers,hopes to get a slice out of the
treasury at a reward for making the con
test. Another contest of the tame char
acter is from the fourth district of Ala
bama, made by McPuifie against Turpin,
who had a majority of 13.153 in a total vote
of 18,77s. In the first district of Alabama,
IIunt,republican.contcsts the seat of Clark
democrat, who had a majority of 44S9
votes. Goodrich, republican, contests the
teat of Bullock in the second district of
Florida, whose majority was 3i95.or a few
votes more than the democratic candidate
received in 1SS6, when there were no
charges of "intimidation of negroes.' In
the tenth district of Tennessee, Eaton, re
publican, makes a contest against Repre
sentative James Phelan, whose majority
was 8420 votes. From South Carolina
the seat of Representative Elliott is again
contested , this time by Miller, republican,
who claims that Elliott was elected by
"deceptiye management of t'.-.e democrats."
Colonel Elliott's majority was 1355 votes,
but his opponent thinks that this is not a
large figure for a republican committee to
overcome If well fortified with affidavits of
"negro intimidation," From Arkansas
the seat of Cate, democrat, It contested by
Featherstone,lrepublican,who charget that
Cate't majority of 1348 was obtained by
intimidation and fraud, as in all other con
tests. In Virginia a contest is made
against the election of Representative
John A Buchanan on the frivolous charge
that the derrocrats promised to protect the
maonshine distillers if they would vote for
Buchanan.
These cases go a long way to show the
reasons for Boss Quay's and Beodlcr Dud
ley's visits to the south, but they do more
to make it evident that if such contests are
to be tolerated a fair and impartial tribu
nal shouU be created to hear and deter
mine tuch caset. We believe in the idea
that the majority should rulc.but that idea
should not be carried so far as to allow a
congressional committee to overturn the
will of the people of a portion or section
of the country. Fair play should be a
jewel.even in politics.
The fact that there will be a republican
majority in both branches of congress and
a president In the Executive chair who
would never venture to veto a general
pension bilt will make any effort to stay
the tide of pension extravagance almost
hopeless. Besides several measures for
readjusting pensions to a more liberal scale,
removing the li-nitations upon arrears and
aJmittir.g to the rolls those who were con
fined in rebel prisons, without regard to
disaoility .there Is little doubt that a depen
dent pension bill, such at President Cleve
land very justly vetoed, will be brought
forward again.
The statement that President Harrison is in
favor of extending the civil service classifica
tion to the heads of division should not cause
the spoilsmen to lose a wink of sleep. Presi
dent Harrison's course so far shows that he isn't
built that way.

rison has purchased in London eight suits
