When Majsr Gen C M Wilcox, formerly of
the Confederate Army, was aaile Chfcf of the
Railroad Division in the General Land Office
every loyal Republican heart was expected to
swell and almost burs, with indignation at such
a wanton insult as this Democratic surrender of
the Government to the rebellion, and the idea
was held out that a Republican Administration
would displace every each traitor with a Union
veteran. Well, by Mahone's order, Wilcox has
been removed and a truly .oral veteian has
been put in his place. But the truly loyal
veteran in this instance happens to be rfC
Elam, one of Mahone's rebel heroes, a class of
men who arc fast ornamenting their belts with
the scalps of all the Democratic Union soldiers

Notice has been seived upon the AdminU'
tration by the G A R bosses that Tanner must
not be interfered with. It is said that Tanner
will attend the G A R Encampment at Mil
waukee, and that he will probably be chosen
Commander in Chief. In this event it will be
in order to tum the Pension Bureau ever to
the Grand Army gentlemen, together with the
Surplus and the keys of the National smoke
house.
Private Secretary I lalford is said to be some
what surprised that he did not receive a college
degree this June, Col Lamont was made
M A by Union College, and it was thought
thai. Ilalford would receive the same honor
from some other ambitious scat of learning.
His whistling ability may yet bring him the
decree of Doctor of Music, however. He need
not be discouraged.
The rule of nepotism still prevails in the
National Administration. A nephew of Mr
Blaine has just been appointed Assistant Post
master at Augusta by the reinstated Joe Man-
Icy. The Harrison Administration, taking it
cue from its -hief, evidently regards public
offices in the same light that Mr Blaine did
trusts as "largely private affairs,
