The New York Tribune recently an
nounced griml that "Andrew Carnegie it
determined that the 2500 cmplayes of hit
Hemcstead mills shall either work at the
scale ( wage published Saturday or quit
his employ." This is an alternative which
can scarcely be gratifying to men who
were assured that it was their first duty to
rote for protection, a home market and
high wages. The reason assigned for the
reduced scale is that it has been rendered
necessary by the competition of similar
works at Chicago, Pottsville and other
places. In the meantime the militia has
been called out in at least one Pennsylra-
rtia town to restrain miners who are getting
so hungry that nothing short of armed
force can keep them within bounds and
compel them to starve quietly and decently.
From all which it is evident that protec
tion has failed to bring the miners and
i.-on workers the wages they were prom
ised, that the vaunted heme market is nat
sufficient t give them remunerative em
ployment, and that the talk about high
wages as the natural result of a republican
victory was a humbug,
Thee are certain clearly defined laws
which govern business, as fixed in their
nature as the code of the Medes and Per
sians. Over-p'ioduction must be followed
by depression. A system that stimulates
over-production mut inevitably, in time,
bring about a reaction, and with the reac
tion must come reduction and suffering.
These are obvious and self-evident facts,
and yet not one of them was admitted by
men like Carnegie while the presidential
election was pending. There is a grave
auseicion, which amounts almost to cer
tainty, that these men knew then, what
they openly declare now, that a reduction
must come, but that they deliberately put
it oft until the election should be over.
Certain it is, at all events, that soon after
the resul: was known there begaa a series
of reductions which have not yet ceased.
Now, suppose it is true and thf:re are
reasons for believing it to be true that
Andrew Carnegie, knowing the precise
condition of the iron market, knowing also
that reduction was inevitable through all
the months that he was taking his ease in
Scotland and coaching Blaine last summer,
deliberately permitted the workingman to
be dectiyed, Intending, if Cleveland was
re-elected, to precipitate reduction after re
duction and lay the blame on the demo
cratic policy, and equally confident that if
Harrison was elected, as he hoped, that the
reduction would come to late to affect
the tariff under which he had amassed
enormous wealth. Suppose, further, that
the leaders of tht party generally, including
Blaine himself, who in that critical period
in republican party politics could scarcely
recall the condition of English working
men in the Black Jountry without shed
ding tears, knew that these reduction in
wages were as sure to come as the univer
sal Iswt of supply and demand were sure
to remain in force, but deliberately and
malevolently deceived American working
men into voting them into power, what
shall those workingmen say to-day ?
A year ago Andrew Carnegie could see
no hops for the working people of this
country saye in the present outrageously
high protective tariff. To-day he is "de
termined" that 1500 of them shall work on
& reduced scale of wages or "quit his cm
ploy." There was a heavy fog of protection
humbug hanging over this country lust
fall, but it has been lifting somewhat since
and is getting quite thin in places. Mr
Carnegie's homestead mills are located in
the center of one of the places.
Foreign ministers demand the most
scrupulous observance of the stereotpped
rules of etiquette, and watch with scrutir.y
every attention and inattention to. them, A
failure to seat a member of the corps or hit
wife in the precise seat belonging to ins or
her rank at the table, would, probably, de
stroy the pleasure of the occasion. Not
one Inch farther from the host or hostess
than belonged to the country they repre
sent would be tolerated. The placing of
the diplomates in line to be presented at
occasions of ceremony mut be done in
strict observance of rank and importance of
each. Hence, persons dining or enter
taining these dignitaries must Krst post
themselves accurately on the status of
every kingdom, province and principality,
if they expect to give their guests pleasure
and to avoid a scene, such as has charact
erized occasions wheie "second-class South
America" has occupied positions a few
paces above "first-class Kurope,"or where
little European provinces have been given
more conspicuous ylaces than greater
kingdoms.
Benson J Lossing.the eminent historian,
recently wrote at follows to a friend : "I

A Change has beei made in tht regulations
of the postoAict department which has not been
generally published, but it important. It is
that letters which have a special delivery ttarao
and ao postage stamp on thtui will be forward
ed to the person addressed, from whom tht
postage will be collected, llerttofore a notice
of postage due has bee sent out and the letter
retained. The change is made for the reason
that msny people mailing letters with special
delivery stamps on thein either forget to put a
postage stamp on thea or think that tht special
delivery stamp pays postage also. The new
regulation it advantageous because it insures

be often important, and the payment of postage ',
by either sender or receiver is of small const
quence as compared with the prompt delivery
ol the letter.
It is said that Wm. K Vanderbilt, of New
York, will build near Ashevitle, N. C, the
most magnificent private residence in the South.
He now owns 4,000 acres of land there which
cost him from $50 to $100 per aere. Ilia
architect has completed a design fur a grand
mansion to be 300 fset in length, with gor
geous parlors and reception rooms, conserva
tories, ball-rooms and fountains in short, all
comfort and appointment to be had by the ex
penditure of a million of dollars, the amount
decided upon.
Senator Kiddlebeiger who dropped out of
political life a short time since, is said to be en
gaged writing a novel a story of real life, actual
experience, It is presumed that it would be
full of spirit.
