Torrena Land Bill.
Following is tbe substance of the Tor
rens Und bill, the enactmeot of which
was secured bv Senator Kelly of Albany.
The bill makes all recorders of deeds
regittrara of titles in their rospective
counties, and provides that the owner of
ny estate or inlerett in land, whether
leul or tquiiable. may appl) to have his
tlUe refeinWtHi.
No mortgage or other eBtate lees tban
1 fee simple shall be registered nnless the
fee simple shall first b registered.
The proceedings for the registration of
a land title are much in the nature of a
suit to quiet title and are brought in the
circuit court. All fees are paid by tbe
applicant and the cost will depend upon
the history of the convejances thiough

inteiested are given notice as in suit cl
quily, but any person claiming ao in
threat may have his claim considered
within two years. I Iter the expiration
of two years he may also make bis claim
ut cannot, iu case ho establish a rixhi

laud has been registered, no title there
adverse or in derogation to the title of

title has been registered, a certificate of

the laad. For two years this certificate
shall be prima facie evidence ol title, and
after that time it shall be conclusive evi

A regiBteredonner of, land detiring to
transfer his whole estate or interest
therein, or ecme distinct pait or parcel
thereof, or seme undivided interest there
in, or lo grant eat of his estate for life,
or from a term of not less than ten years,
may execute to the intended transferee a
deed or instrument ol conveyance in any
torm authoruad by law for that purpose.
And upon filing such deed or other in
strument in the registrar's office and sur
rendering lo the registrar the duplicate
certificate of title, and, upon it being
made to appear to the regietrar that the
transferee has the title or interest propos
ed to be transferred and is entitled to
make the conveyance, and that the trans
feree has the right to have sueh estate or
interest transferred to him, he shall
make out and register as hereinbefore
provided a new certificate and also tbe
owner's duplicate certifying tbe title to
the estate or interest in tbe land desired
to be conveyed to be in the transferte,
and shall note upjn the original and
duplicate certificate the date of the trans
fer, and the name of the transferer, and
the volume and folio in which the new
certificate is registered, and shall
tamp across the original and Bur
rendered duplicate eeit'ficate the word
''cancelled."

The Chicago Tribune is now quite cer
tain that the government would be ruin
ed by the paisago of the shipping eub
idy bill. But it will be remembrred
that the Chicago Tribune thought the
same thing concerning the Porto Rican
tariff bill until the administration mind
