The issue is : Shall there be a high tariff or a low tariff? Shall all the people be burdened that some number of the people shall en joy exceptional and dishonest prosperity? or bliall there be equal justice for all? Shall the excise tax on whisky be maintained to the end that the direct and indirect tariff tax on the necessities and comforts of exis tence shall be reduced, or shall it be abol ished in order to make wearing apparel and those things without which existence is misery expensive? The Democratic party and its candidates stand for a low tariff as against a high tariff ,f or reduction of taxation as against excessive taxation, for the main tenance of imposts upon whi sky nit her than upon articles of general and necessary con sumption. The Democratic party stands for reasonable economy and a reduction surplus, not for wild extravagance which' continuing excessive taxation, w ill dissipate the surplus. He is reported as savini? : I am not at all in sympathy with the re- publican senators who are desirous of pre senting a substitute for the Mills bill at this session. Looking at it from our stand point, I believe it is best that Congress should pass a tariff measure. While be- levmg that a reduction of from 75,000,000 .0 100,000 from the present tariff is neces sary, I am in favor of first submitting the question to the country for decision. Astoria, July 23. Fire at 8:15 this evening burned three buildings in upper As toria, about one mile and. a half above the city. The fire originated in Fisher's saloon, which was completely destroyed ; loss $2000, insurance $1500. Next to'it was the mcsshouse of the Fisherman's cannerv. which was also destroyed; loss S12C0, insur ance $joo.
