"There is a tide ill the affairs of men, which, taken at the flood, leads on to for tune : omitted, all the voyage of their life, is bound in shallows and in miseries." This truth is just as patent, pertinent and potential in the affairs of bodies of men.such as corporations,partnerships,munieipalities, cities, towns, etc., as in the case of individ uals. How many a man has lamented over and regretted lost opportunities. How many a man has bitterly upbraided himself for neglecting to take the tide at its Hood in the affairs of his life, to find that all the re mainder of his voyage of life was "bound in shallows and in miseries." These bitter disappointments on account of neglected opportunities come to cities and towns, as well as to individuals. These opportuni ties may come to Albany and we believe they are now before us, aye, even within our reach. We believe we are on the tide that leads on to prosperity. The question of the hour is will we be, or are we ready to take this tide at its Hood. Now is the lime for those whose hope is to sec Albany grow and prosper permanently to take hold and build up its natural and general manu facturing interests. Shall it be done ? In the window of a store in Washington is displayed a handkerchief emblazoned with stars at top and bottom for the states and territories, with a small flag stamped upon it and the inscription : ''Protection to American Labor and American Industries." Appenden is this card : "Republican Handkerchiefs, endorsed by the Chairman of the Chicago Convention. The only au horized Campaign Handkerchief. Import ed Chinese silk," A New York dispatch saysthat the First Ward Republican Association in Brooklyn to-night received such another shock as it experienced when General Isaac S. Catlin, the republican war horse,had his name ex punged from the roil book and enlisted in the- ranks of the democracy. Six leading members of the association,headcd by Seth Low.who twice led the republicans to vic tory in Mayoralty contests, sent in their resignations, giving as reasons that they could not support the platform oi the Chi cago Convention. They are regarded as active and valuable allies of Cleveland in the present contest. The cx-Mayor wrote a letter to the association,!!! which he says that he believes in a revision of the tariff, and for this and other reasons he must withdraw. The money now lying idle in the Feder al Treasury resulting from superfluous taxation amounts to more than $125,000,000 and the surplus collected reaches the sum of more than $60,000,000 annually. De bauched by this immense temptation, the remedy of the republican party is to meet and exhaust by extravagant appropriation and expenditure, whether constitutional or not, the accumulation of extravagant taxa tion. The democratic remedy is to enforce frugality in public expense and to abolish unnecessary taxation. National Demo cratic Piatform. ' Enormous exports of wheat from South ern Russia threaten to keep down the price of breadstuffs in the European market that fixes the price here. American farmers will thus continue to receive low foreign prices for their products, while paying an average tax of 47 percent upon their im ported necessities for the sake of "protect ing ' somebody else. No wonder they are tiring oi it. The Tiffin (Ohio) AV:r.i says : "Harrison wants the American manufacturers and monopolists protected and says that a dol lar a day and two meals is enough for "any workingman. At another time he is re ported to have said that if he were Gover nor he would force the striking laborers back to work or he would shoot them or the spot. It isbunsted that Levi P. Morton sent a ship load of provisions to Ireland eight years ago costing $50,000. The New Ycfk",r alj, which supports Cleveland, sent $100, 000 to relieve the same Irish famine, and Mr. Tildcn gave $J5,ooo upon condition that the fact was not to be made public dur ng Ills life lime. If Mr. Morton gave to Ireland as an investment upon which lie now expects a dividend in rotes, ills mo tive deserves only contempt. UPON THE TAK1KF ISSI'E. Mr. I.. 1J. Peaslce is one of the promi nent attorneys of Defiance, Ohio, a gentle men whose republican pugnacity has been felt in many campaigns, to the sorrow of democrats. This man of brains and influ ence has declared for Cleveland and Thur man upon the tariff issue. It is a change ef fected by convictions, not merely one of political policy. It is a stalwart change, or rather the change of a stalwart. It is indi cative of the progress of the reform move ment. It is the the deduction of reason, the conclusion of good business sense. There a hundreds and thosands of Peas lees all over this country. They w ill help along the issue and the man who had the courage to bring the issue to the front. Toledo lire. a. w The Republicans are getting ready to back square down from their free whisky platform. Some say that it does not mean that the party is in favor of removing the tax from whisky, but that rather than give up all protection they would make whisky free. Verily, many decent republicans are very much ashamed of their platform. 1 he brethren, though, must stick to their free whisky plalforni and every democrat should hold them to it. That part of the platform reads as follows : "We favor the entire repeal of the inter nal taxes rather than the surrender of any part of our protective system. This means the maintenance forever of a 47 per cent war tariff. It can't be dodg ed nor wriggled away from. That party offers the people free whisky and dear clolhing'and food, while democrats propose cheaper clothing and food and taxed whis ky. This is the issue in a nut shell. Seven weeks now since Oregon went re publican, and the price of wool with a spirit of utter disregard of the tender feelings of republican leaders, refuses stubbornly to ad vance.
