On April 2Sth, 1882, ISenjamin Harrison
voted in tlie United States Senate to admit
to this country free of the Chinese Restric
tion Act all Chinese "skilled laboVers" and
"Chinese engaged in mining." Section 15
of the Chinese Restriction Act reads as fol
lows :
Section 15. That the words 'Chinese la
borers," wherever the same occurs.shall be
construed to mean both skilled and unskill
ed laborers and Chinese emploved in min
ing. Senator Harrison voted to strike that

to-day introduced a bill declaring that here
after no alien shall be admitted to natural
ization until he shall have been a resident
of tbe Ur.ited States during five years im
mediately preceding the application for
naturalization papers, nor until he shall
prove by two reputable witnesses that dur-
these five years he has behaved as a
person of good moral character, and shall
also in the presence of a judge speak, read
and write the English language with men
intelligence and facility as to prove that he
has capacity to transact ordinary business
in tnai language ana ay its use to Become
well informed in the principles of tbe con
stitution and the duties of an American ci
tizen. Ko naturalized person, the bill pro-
vuics, snau exercise the right ot sulirage
for one year after receiving his naturaliza
tion papers. Judges are forbidden to try
more than twenty naturalization cases per
day.and false swearing in such caes isde
clared to be sufficient cause for forfeiture
of personal right to suffrage.

Skatti.k, July iij. The bop growers of
Washington territory are highly elated
over the prospects of an enormous yield
this year. Never before in the history of
the industry in this section has the appear
ance of the bop crop been so favorable for
a heavy yield at this time of the season as
at present. Growers expect a futl yield in
all the hop-growing districts ot the territory.
In 1SS7 only two-thirds of a crop was real
ized.rmounting to about 20.000 bales. This
year it is expected that over 30,000 bales
will be harvested. In Western Wasbinz-
ton there are 212 hop growers who culti
vate 283 acres. Owing to the unpleasant
experience of the last few years regarding
unstaoie markets, trie new acreage this year
is very light in this territory.

Wheeling, July 19. A terrific rain
storm prevailed here this evcning.flooding
cellars and distributing debris from the
hillsides on many thorougbfares.rendering
them impassab e. White a number of peo
ple were standing on the bridged the Bal
timore & Ohio railroad, spanning the
Wheeling riyer, tit gave way and precipl
tated twenty to thirty persons into the river.
Eight were rescued, but it is feared that
ten to twenty perished. On Caldwell's
Run, in the lower end of the city, four
dwellings were swept away and eteved per
sons drowned.

New York, July 19. -The headquarters
of the national democratic committee is be
ing visited by many democrats. Among
the prominent gentleman from the Pacific
coast who vi-itcd one or the other of the
rational headquarters were Andrew Rob
erts of Portland, who claims that his state
will be solid for Cleveland and Thurman,
despite the recent republican victory there.

Hannibal Campbell and F:ank P. Itotlen
beck were arrested here last night for the
mimlcr'of John P. Reardon, at Round
prairie schoolhous?, nine miles south of
this place, on tbe night of April 27. They
bad a warrant for a desperado named Rog
ers and Readon. Reatlott was en route
from Philadelphia to Umatilla, Or., but was
stopping tcmporarila at the schoolhouse,
owing to his horse hiring lame. He was
heavily armed, having a revolver, bowie
knife an.l Winchester riile. The officers
heard be was there, and immediately start
ed after him, thinking he was Rogers.
Sunday evening the officers arrived at
the scboclhot sc. Kcardnn was just Inside
the door when the ctlivcrs entered. Camp
belt had a revolver and tlotlcnbcck a shot
gun, while Kc.nAm was unarmed. They
informed K canton thai they bad a warrant
for bis ar-est, at the same time pointing
their weapens at him. He thought they
were joking, an attempted to step out doors
when they tired, killing him.
