When f resident Cleveland' message reached Blaine In Paris, he rushed in hur riedly and sent his tariff message by cable linn to he nuhlishedbv the American press In that message he outlined a policy on the tariff that was hailed with delight by the leaders of his party as embodying the poli cy upon which it would go into the presi dential contest. What was his attitude on the question of repealing the tax on whisky and making it free ? Here it is : "I would not advise the repeal of the whisky tax Other considerations than those of financial administration are to be taken into ac tount with regard to whisky. There is a moral side to it. To cheapen the price of whisky is to Increase its consumption enor mouslv. There would be no sense in urg ing the reform wrought by high license in many states if the National Government neutralizes the good effect by making wins ky within reach of every one at twenty cents a Bailor.. Whisky would be every where distilled if the surveil'ance of the Government were withdrawn by the re mission of the tax, and illicit sales could not then be prevented even by a policy as rig orous and searching as that with which Russia pursues the Nihilists. It would de stroy high license at once in all the states.' Now his party stands upon a platform that pledges dear food and clothing and free whisky to the people. Blame is an artful dodger and everyone is anxious to know in what shape he will take his crow. SUMMERSAULT. Only last December the Orcgonian dc clared that the "repeal of the duty on sugar was the prime necessity of revenue reduc tion." It further declared that '-coal and salt and lumber should go on the free list also, and so should bags and bagging of hemp and jute. Now, since that time the republicans met in convention and adopted a platform whereby it pledged the Orcgo nian and all other humble organs of that party to favor the policy of not changing the tariff duties on these articles, except to increase the duty for the purpose of check ing their importation from foreign coun tries,and further pledges them to the policy of removing the tax from whisky and to bacco, thus giving the people highly taxed clothing and food and free whisky and to hacco. The Orcgonian, with a spirit of hu mility, that, (if it .were bona fide and can did,) would have challenged the admiration of the "meek and lowly one" in the pente costal days, now proceeds to eat its crow with a relish that Is at once a wonder and surprise to all outside barbarians. I low meek I How humble! How much religious-like subserviency. How submissive ! and all for the sake of the g. o. p. It now stands squarely in favor of nearly every thing that it squarely opposed only a few months ago. It was honest and candid then. It is dishonest and uncandid now in its position of free whisky and dear cloth ing and food. Differing widely from Mr. Randall in some respects, we greatly regret the tem porary loss to the country of his always patriotic services through the Illness which now confines him tohisresidencc.it Wash ington. In the most trying days of Dem ocratic contention in Congrss Mr. Randall was of great advantage to the Democratic party by keeping the Federal expenditures within the needs of the Government econ omically administered. To this funda mental maxim of Democratic faith lie has ever been true in word and deed. Republican papers through the state have been stating that the Hlmira Iron and Steel Rolling Mill Company had shut down In consequence of the Mills proposition. Mr. Kathbonc, the president of the company, being in New York the other day, was asked by a friend what had caused the closing of his works. He replied that they had not closed, but were in full operation. To the further question how the report had arisen, he ventured the conjecture that the news papers had to get up some "racket" about the Mills bill, and that this bit of "news" was probably as good for the purpose as anything else. . A FATAL ST El. The republican platform declares that -"We favor the entire repeal of the inter nal revenues whisky and tobacco taxes rather than the surrender of any part of the protective system." This means that General Harrison pre fers free whisky to free salt, or lumber, or wool, or clothing. He disagrees plumply with Mr. Blaine.w ho declares that to"chcap cn the price of whisky would be to increase its consumption enormously" and "destroy high license at once in all the states." To know that Harrison stands on that platform which Mr. Blaine and every man of sense condemns will be enough to turn thous ands of voters from him. He has taken a step which lie ought to have avoided and which a brighter man in his place would have avoided.
