This is eminently true for, so far as that paper is concerned, while it may be intelligent enough to tel't its readers what the provisions of the Mill's bill are, evidence is not lackin; to show that tt is not honest enough to do so. It is per fectly safe to say that thoe who have de pended upc.ithe OrrgotiitiM lor a knowled: of just what the provisions of that bill arc, all believe that no reduction has been made upon woolen goods or upon sugar. It has persistently and willfully misrepresented the provisions of the bill with reference to both sugar and woolens. And we must say that we know of no class of people in Oregon so much in need of a newspaper, intelligent and honest enough to set forth things as they are in the Mill's bill, as the republican party, for that paper continually teaches them that the Mi'l's bill makes no change in the duties on sugar and woolen goods while putting other articles on the free list. Scores of republicans daily assert this to be the fact,and quote that - paper as authority to prove the allegation. That paper joins daily with others that have no rcga- d for the truth, in denouncing the democratic party as a free trade party ,sitnp ly because it favors a reduction of the reve nues by reducing the tariff.and in the same breath calU for a removal of the entire du ty from sugar. Docs not this make thft paper a freetrader ? If not, then it acts in a very dishonest way in calling democrats free traders. THE WAIt TAXES. The Chairmen of the St. Louis Conven tion were perfectly right in treating the tariff as a perpetuated war tax. The trick of the Protectionist organs in adding the importations on the free list in order to show an apparent decrease is done with intent to deceive. The rate of a tax is determined by the articles taxed, not by thpso untaxed, , According to the Tariff Computation pre pared by the Senate Committee of Finance (Mr. Mori ill.Chairman,) in iSS-,;nd print ed officially by the Government In compli ance with a resolution of the Senate, the average ad valorem rate of duty on dutiable merchandise at its highest point, imme diately following the war, was as follows (page 31S) : 1867, 46.67 per cent ; 1S6S, 48.69; 1869,47.36; 187, 47.15. In iSS2,whcn the republicans made their sham revision, the average duty was 42. 70. Last year it was 47 oS. It thus appears that the tariff is now with in 1.61 per cent of the highest point ever reached twenty years ago and is 1.3S higher than it w as when the republicans proposeu to rcuu.ee me average duty 20 per cent in 1SS2. The silly story set alloat that .Mavor I Icwitt of New York will not support Pres ident Cleveland on account of the lattcr's tariff views is on a par with the ordinary "campaign story." Every one conversant with A. S. Hewitt's tariff views knows that he is a pioneer tariff reformer. He it was who introduced a tariff bill very similar to the Mill's bill four yens ago when Mor rison's hor'zon'al bill wss pending before the house. Mr. Hewitt has not said that he would not support Mr.Cle eIand,thc"organ story" to the contrary notwithstanding.An i even if it were true, Cleveland's ability to carry New York docs not depend upon the support of Jir. Hewitt. It has fallen to New York to inaugurate an important reform in the method of cap ital punishment. Aflerthc 1st of January next there will be no more legal hangings in that state. It has been decided by the Legislature that the use of electricity !! more civilized and effectual than the gal lows.nud the (iovemor has approved its action, flic axe, the gibbet and the guil lotine will soon have anothei member added to their family one which does its work surely, quietly, painlessly and w ith out bloodshed or mutilation. The final passage of the bill to establish a Federal Department of Labor is a recog nition on the part of Congress of the pro priety and necessity of dealing particular ly w ilh the interests of tne workingmen, that have been assailed and imperiled bv the operations of Republican monoply system. In the Harrison and lyler times the country was not large enough for such a popular demonstration as is about to be inaugurated very soon, and maintained until the majority for Maine snail be in the ballot boxes next Noyember." Notwith standing all this blow and bluster Cleveland was duly elected. We are now treated to the same blow and bluster, but the public will estimate it at its true worth. Here is a good silvcr-tonged sentence to remember: "The man who asset ts that t3 lower the tariff means free trade insults intelligence." Well it is that death was brought into the world. Otherwise one or tw o men would own the whole planet, and it would become a hell to them because they could not reach beyond it and take In all the other words. And now abidelh Cleveland, Thurman and Reform;thesethree;but the greatest of these is Reform. The bandanna has already had its nat ural effect upon the Republican organs. It is too plebean and vulgar, you know. Gen. Spinola a member of congress from New York said in a speech yesterday in con gress that his state would give 63,000 ma jority for Cleveland.
