Some needed amendments strength ening the Clark law, and guarding against sale of lienor, imported in original packages, were made, and a new and stringent phar macy law was enacted. Tiiia law revises the permit system. Permits are to be granted by the District Court. The applicant must file a petition signed by one-thiid the resi dent freehold voters of his town, township cr ward, give bend of $1,000 and take an oath to faithfully dUc'aarge the trust reposed in him for the sale of intoxica'iug liquors. Pe titioners innet testify to the good character and responsibility of the applicant. The per mit obtained, the holder most file with the county amlitor a detailed ttttemeut of the amount and kinds of liquors stamped with the seal of his office, which certificate at tached to the waybill of such good, shall be authority for their shipment, and (.authorize him to receive them. The auditor shall alee iuaue to purmit holders, regularly numbered series of blanLs bound in bonk form to be filled and signed by each purchaser of liquors, these to be returned each mosth, and sworn to by tho eeller as containing the true amount of liquors by him sold for that month. The permit holder must personally kuow every applicant for purchase of liquors ai a proper person within the 'law to whom he cau sell, r he must have such purchaser identified by some reliable person to him known. The Court can revoke permits or complaint of three reliable persons that the trust has been violated by the holder ef a permit. A first conviction of violation of ths law works a forfeiture of the permit ; a second oonvic tion forfeits registration certificate as a phsr raacist ; permits are to be given registered pharmacists, bat if no pharmacist appl ies for permit, another citizen, nnder like regula tians, may be given a permit, but the sum bor of such permits cannot exceed one ftr each township in a saunty. ' A false oath as to sales is perjury, A false signature to ap plication by purchaser of liquors is a misde meanor. The section of the old law in rerard to manufacture, and importation in oiiginal packagea is repealed. All the processes for prosecutions of violators Of the law niade aod provided in the Clark law apply to violations of the provisions of the pharmacy law, and subject permit-holders to all the rigors of in junctions. The "culinary" exception to the prohibition of the old law is eliminated. Judge Wal lace, in the LJnited States circuit court yes terday, decided the famous case of Rev. Dr. E. Walpole, who arrived from England recently, as rector of Trinity church, New York, on a contract by which he was paid $6000 salary. The provisions of the con tract labor act were declared to be involed. The judge decided against the preacher, hoWing that only actors could come from a foreign land on a rnnrract for labor.
