The bill is intended to carry out the provisions of the new Chinese treaty, and Senator Stew art thinks that it will prevent the landing of anv Chinese laborers who are not en titled, under the treaty,to enter the Lnited States. The new bill provides that the provisions of the bill shall go into operation immediately upon its passage. This is in tended to exclude all Chinese who have left this country with certificates and who have ntt returned It also provides that Chinese laborers who are entitled to return.having either a family or one thousand dollars in this country.s'hall be entitled to land only at,the following places : Portland.Oregon; San Francisco, Cal. ; Boston, Mass. ; New York nd New Orleans.
