Painted Red, Detroit, Mich., May 7. The new li quor law, which has been vuted on by most f the counties in Michigan, went into ef fect to-day. The majority of saloons in the "dry" counties have closed, and those that remain open sell only "soft" drinks. Quite a serious time was had at Owassa Saturday, where a meb of drunken saloon adherents took possession of the Main streets and pa raded all night long.breaking windows and raising general mischief. It will advocate the extinguish ment of the surplus, not -by squandering it in extravagant expendittues,which arc usu ally merely a thinly disguised form of wide spread corruption, but by a reduction in taxation It u ill advocate the consumma tion of this reduction by a reform of the present iniquitous and burdensome tariff in the direction of free trade or of a tariff for revenue purposes only ; such reform to be effected in the interests ot the farm- rs, the workingmcn, and the great mass of the population, as opposed te the manipu lators of rings and trusts,and other monop olists whom the present tariff enables lo accumulate vast fortunes at the expense o the general community. These and other political and social questions of general in terest wil' be treated in a popular manner, suitable to the pages of a magazine which it intended to reach all classes of the peo ple. The department of fiction will he er ceptienally full. Instead of a serial story, dragging itt slow length through teveial months, and exhausting the patience of the reader, a complete novel will be published in each number ; and each issue will also contain one or more short stories complete. In there departments of politics and fiction, and also in those of general literature, science and art, the very best talent of the country will be enlisted Col.
