I In the act of Congress admitting Ore gon into the Union, it wan provided that "fiye per centum of the net proceed" of the sale of public lands lying within the State which khall be sold by Congress after the admistian of the State" into tbe L'nion ihnuld be paid over to the State. This money wa collected by the State up to the close of Governor Thayer's ad ministration, but f.r seine reason Govern or Moody did not collect it. Governor Pemioyer has been looking after the mat ter in a very persistent way and the fol lowing letter shows that he succeeded in his effort and that over $41,628.68 will be added te the State's funds. Sir : An account has been adjusted be. tween the t'nited States and the State of Oregon, per report No. 42,423, under the fourth section of the act of February, 1859, and sec. 36S9, U. S. Rev. Stats., for the five per cent upon the net proceeds of the sap sf the lands within th; limits of the State of Oregon, commencing July 1,1883, and ending June 30, 1&S7, inclusive, and there has been founi due the State the sum of $41,628.68. Of this sum, $22,707.13 ac crued during the fiscal years 1884 and 1885, and said sum has lapsed into the U. S. Treasurv, and has been estimated for ap propriation by the present Congress. Washington, 1). C.May 7. The House passed the River and Harbor bill to-day by a vote of 161 to 69. Treaty Hatillcd. Washington, May 7. The Senate in executive session ratified the Chinese treaty without division. Senators Teller and Mitchell made speeches, in which they set forth the grounds of their opposition to the treaty ,but did not demand a vote. (jraml Lodge. San Kranciscd, May 7. The thirty sixth annual session of the grand lodge of Odd Fellows of California will convene here to-morrow, with grand lodge officers and representatives representing 340 lodg es, with a membership of over 25,000 mem bers. Waicon Koails. Washington, May 7. The house com mittee on public lands discussed to-day the subject of wagon road grants in Ore gon, but came to no definite conclusion. Chairman Ilolman, however, introduced in the house a bill declaring forfeited land grants for this purpose, substantially like that accompanying the President's mes sage, and this will form the basis of any action the committee may take in the matter. Licenses in Philadelphia. Philadelphia, May 7. In the matter of the petition for an alternative writ of mandamus upon the judges of Ihe license court to show cause why they should not grant license to W A Radenbush, the Su preme Court this morning refused the writ. This was regarded as a test case by thous ands of saloon-keepers who have been re fused licenses. After June 1st there will be about 1200 saloons in the city, against 6500 at present. N. W. Petitions. W.sHiXGTON,May 7. Senator Mitchell introduced in the Senate to-day a petition of citizens of Lewis river valley, W. T., praying -ihe removal of obstructions to navigation in the Lewis river j a copy f resolutions which were passed by Knights of Laborat Junction City, Or., protesting against legislation looking to the perpetua- tion of the national banking system ; a me morial of citizens of Arlington, Or.,praying for the passage of the Senate bill for the protection of Yellowstone national park, and a petition, numerously signed by citi zens of Alaska, protesting against the bill creating a territorial government for Alaska. Died. Sax Fraxcisco, May 6. Archbishop Jos. Sadoc Alcmany, for many years head of the Catholic Church of California is dead. MeElroy is busily engaged making pre.iminary preparations for the Stite Teachers' Association to be held in this city, July 5th, 6lh and 7th. Also, the National Teachers' Association to be he'd in San Francisco during the week begin ning July 16th. Already very low rate8 have been secured from tiie Oregon Pacific and O. R. & N. companies to San Francisco and negotiations are now in progress with the Oregon & California with regard to re duced rates to both of these associations, l' is expected that several leading educators from the eastern and western states will be present at the Oregon state association In July.
