During tho two years past Demo cratic politicians hnvo had a great deal to say about the supremacy of tho civil over tho military power. About the timo of tho extra session of Congress last year, the principal dan ger that threatened the country, from a Democratic point, was "military in terfeiencc,'' tho unduo ascendency of military power. Looking to tho pos sibility of being compelled to nomi nate a military man for tho Presiden cy they discretely dropped the sub ject, barely mentioning it in their platform ; ana arc now following in tho leadership of a man who lias no record or standing except as a milita ry man. Their candidate knows nothing of tho force of civil authori ty ; he has never associated with tho people, or been subject to the restraints of any law oxcept that which con trols the army. Ho is a military aristocrat by education, and if there was ever danger to bo apprehended from an assumption of military au thority, by an executive, it would certainly exist when such a man is chosen as President. His virtue is not in having respect for, or knowl edge of, civil authority or tho opera tion of laws upon the body of the peo ple; but tho Democracy thought they had found an available candidate in Hancock, and they have no objec tion to tho supremacy of the military if the army is under Democratic con trol. In this direction they have gone further than any party has here tofore gone. No General has ever been before nominated for President who had never been in civil life. They objected to General Grant that ho was a military man rather than a .statesman, but Grant had been a civ ilian had earned his livelihood nmong tho people for many years. If despotic military power is to be ieared it is from making a President, of a man like Hancock, who knows nothing but military affairs. .General Grant and the Tlclcct. Democratic journals have shown great eagerness to give currency to unfounded reports that Gen. Grant would not gic a cordial support to the Republican candidates. They have even announced that ho would favor Hancock's election. He has lately given a very positive denial to these reports. In response to ques tions by a newspaper reporter, he lately said : I can say without hesi tation that I will give Garfield my hearty support. There is no reason why any Republican should not vote for Garfield. I know him to be a man of talent, thoroughly accom plished and an upright man. I have nothing to say against General Han cock, but Garfield is tho man for the office." Ho denied tho report that he bad complained of Conkling, and Lo gan having deceived him. He had received no letter, from either of them either before or after tho convention, since his return to America. He said that of all men, Conkling and Logan were the last for him to find fault with, and ho folt more proud of tho 30G who stood by him than if ho had received tho nomination by unfair means. The "Satural lElKlttu' under IlancoeU. Tlio Democrats are very fond of quoting Genoral Hancock's letter in which ho said j "Tlio right of trial by jury, tho habeas corpus, the liberty of the press, tho freedom of speech, tho natural rights of persons and the rights of property must be preserved." This is supposed to be sufficient proof not only of his ability but his patriot ism. Tho only thing remarkable about this language is that it comes from a Democratic source. General Garfield has said substantially tho same thing many times in opposition to tho high-handed violations of law and tho "natural rights of porsons" in tho South, but it was to have been expected from Gurfiold, Ho is a statesman and a patriot, and the lan guage is consistent with the positions always held by tho Republican party. Tho facts are said to bo that Jere miah Black was tho writer of tho let ter that was issued over Hancock's signature, in support of his order No. 40, and tho fact is well sustained by tho languago anil character of tho letter itself. If Hancock should bo como President, ho will bo, like his party, tindor control of tho cx-robel oloment of tho South, and tho coun try must tako tho chanco on his sus taining tho rights of tho minority in tho South an against tho "shotgun" power of tho doiuiiinnt faotloij.
