Tho Chicago Times, during tlie Cin cinnati Convontion and when it first became apperant that Hancock was tho man on whom tho nomination would fall, used tho following lan guage : "The Democratic party can not stultify itself by putting any mere military man in tho fiold. A record of loyalty during the war is, no doubt, essential, but the party cannot afford to go to the extreme oT nominating a man who is nothing else than a sol dier, and not a very brilliant one at that. Hancock is emphatically not tho man for tho occasion." This is undoubtedly a candid ex pression of a sensiblo Democrat. A military man who has had some re sponsibility as a commander in chief where questions of policy and states manship have arisen, may have some practical views of tho duties of Presi dent of tho United States, but a sol dier like Hancock who hns always acted in n subordinate position, who "is nothing else, and not a very brill iant one at that," is tho poorest ma terial in the world for that high oflicc. He becomes, as President, n branch of the legislative power of tho Gover ment ; his voto power is the guardian of the Constitutional rights of the people, and a man of merely a milita ry education, and of only a military experience, whose paramount virtue fs that ho occupied the position of a general in the army of the Union, and and yet maintained Ins allegiance to a party that was in sympathy with the rebellion, is unfitted for tho du ties of that position. Because he al ways acted under the orders of his superiors, and has thus escaped per sonal responsibility, very little can be said against him. Not even the re sponsibility of a voting member of Congress lias he ever borne. For a military officer, he is well enough, but as candidate for President, he "is emphatically not the man." Tlic Last Session a Failure. The New York Times in an able ed itorial article, reviews tho rec ord of the Democratic majority in Congress for tho past session, and al though the session was of more than six mouth's duration, shows that it lias been most completely barren of good, cither to the country or to the party which held tho majority in both lioufoi. It says that, judged from the stand point chosen by their sslves in the last campaign, the Dem ocrats must regard their record at this session as one of mortifying fail ure. They professed the purpose to force a repeal of the Federal election system at any cost, and have not even seriously commenced the task. Some of the more conservative of their lead ers promised that if the system could not be abolished it should at least be stripped of what they called its par tisan features. Mr. Bayard, their most accomplished lawyer and legis lator, framed a-bill for that purpose, and it was passed. He has now the humiliation of seeing it returned by tno I'resiuent witn unreserved appro val of its principle, but with a conclus ive demonstration that either by in tentional duplicity or inexplicable bungling it was so framed that it could not possibly be put into opera tion. Tho Democrats, during the last canvass, as they have at all times for the past seven years, denounced the national bank currency as a costly and needless burden upon tho people, and demanded its withdrawal and its replacement by some form of Treas ury notes. Although possessing en tiro control of both houses of Con gress, they have not taken a step to carry these views into effect, while, as if to bring their imbecility in action in sharp contrast with their extreme professions, the majority of them in the House, led by a Grconbackcr, voted for a resolution reiterating the principlo that all currency should bo issued by the Government and should be legal tender. A special from Fort Stockton, Tex as, says: Major R. G. Lawrcnco and a corps of Texas and Pacific railroad engineers, after a number of days of extreme suffering from thirst, in tho while sand hills, arrivod at the Pecos river without loss of life. Some stock and wagons wcro abandoned at difier ont intorvals for forty miles. Those arriving first at tho river wont in search of others. A number of them woro found crazy by thirst and had entirely stripped themselves. They wuro found within a hundicd yards of tho Pecos river, drinking the blood of animals thoy lfail slain. Somo of tliotn woro almost blind. Arriving at iho rivor thoy plunged in head fore most, and but for tho bravery of the most oapsrioiieetl, 11 uuiubor would have perished. The contractors to take charge and be at all expense in conveying said paupers to the hospital, and receive so many dol lars in county scrip per week for each person so kept. All bids must be sealed and deposited with the county clerk before the 7th day of July, 1SS0. The court reserves the right to reject any or all bids if the same do not meet their approval.
