the city of Portend, tills 21st tUyof
April, A. I. 1880. that we propose to
maintain nrreT svdrmniitcr the affairs
of the government of this State by
rtrict enconotny and faithful adher
ence to the constitution and 1rw
thereof and of the Uuited States.
2. That wn are in favor of regulat
ing and equaKirififr. the salaries of the
county and 8tate officers so that they
shall receive sbcIi compensations as
aro usually paid to privato persons
under like circumstances of service
and responsibility.
3. That we favor a thorough revis
ion and eaualisalion of our system of
taxation, to the end that every spe
cies of property within its limits,
whether owned or posscssod by citi
zens of this or of foreign States shall
bear its equal proportion of the bur
thens of the government which pro
tect it.
4. That wo propose to maintain
and enforce the amendments to the
Constitution of the Uniten States,
with all the powers of the national,
government, to the end that every
citizen, poor or rich, black or white,
may be secured in the full enjoyment
of civil and political rights.
5. That the overthrow of the lights
of the elective franchise of liberty
and life, by which means free rovcrn-
ment In a portion of the States has
been defeated, and manifested fraud
and threatened violence in others, to
gether with attempted nullilficition
of the laws of the general govern
ment and decisions of the Supreme
Court thereon, by Congressional ac
tion in the interests of the Democrat
ic party, are attempted revolution and
must be met as such.
6. That this is a nation formed by
the people thereof and not a mere
league or compact, and that we reaf
firm the idea of the unity of the na
tion, tho supremacy national govern
ment in all matters placed by the
constitution under its control, the
preservation intact of all the rights of
municipal self-covcrnmcnt otherwise
guaranteed thereby to the people or
to the States respectively. At the
same time we arraign the doctrine of
State sovereignty as the baneful
mother of nullification, secession and
anarchy.
7. That the recent action of the
Democratic party in convention as
sembled, in denouncing the Supreme
-Court of the United States of Amen
de, and imputing the most unworthy
:.and unpatriotic motives to that high
jind honorable court, is unworthy of
'law abiding, intelligent and patriotic
American citizens, and directly tends
to the loosening of the foundation of
'Our government, the subversion of all
daw, and the overthrow of the sanctity
-of a system of judicature, venerable
with age and perfected by wisdom.
8. That the attempt by the leaders
-of the Democratic party to cheat the
people of the State out of an electoral
vote, waa an outrage unparalleled in
the political history of the State, ind
'which together with the Maine in
fumy and the attempt to unseat mem
bers in the hall of Congress for base
partisan advantage deserves the con--demnation
of all fair-minded men.
9. That we condemn the outrageous
-conduct of our Democratic State ad
ministrations from 1870 to 1878, their
-extravagance, their corruption and
peculations.
10. We deprecate the course of
members of the Democratic party
who have undertaken to revive sec
tional animosity for the purpose of
political ascendancy in the Southern
States and who have revived memor
ies of sectional strife by the defiant
declaration of a purpose to repeal laws
made necessary by the war and en
acted to secure the results of the war,
and we condemn their attempts to se
cure by lecislauom what was not ac
romphshed by arms, namely the es
tablishment under the name of the
State sovereignty of those pernicious
doctrines which "destroy national bu
premacy and which in part have led
to secession and civil war.
11. That to the Republican party
is die the credit of successful resump
tion and restored prosperity and busi
ness revival, and we insist that the
paper and coin circulation of the
country shall at all times be main
tained at par with gold standard of
tho commercial world.
12. That while we are in favor of a
revenue for tho support of the general
government by duties upon imports-,
sound policy requires such adjustment
of import duties as to encourage the
development of the industrial inter
est of the whole country, and we com
mend that policy of national exchange
which secures to the working man
liberal wages ; to agriculture, remun
erative prices; to mechanics and
manufacturers an adequate reward
for their skill, labor and enterprise.

perity and independence.
13. That we are in favor of judi
cious appropriations by the general
government for the improvement of
our rivers and seaports, as well as for
the construction of such lines of rail
way communication as will develop
the resources of the countrj and con
nect our State with other parts of the
Union, undersuch restrictions as will
tvmply protect the rights of the people
from unjust discrimination and ex
tortionate charges; and that in the
grants of land to railroads wo favor
the sale of the same by the govern
ment to tho people at the lowest price
for public lands, giving the proceeds
only to the corporations.
14. That we demand of our repre
sentation in Congress their best en
deavors to secure just and judicious
nppropriationsand favorablo legisla
tion by the general government for
the free navigation of the Columbia
and the rivers of the State, the im-

ia and tho harbors at Yaquina and
Coos Buys, the location of a harbor of
refuge at the point along our coast
most available to the interests of coin
fierce, the extension of the public sur
veys to meet the wsnts of our increas
ing population and aid and assistance
to railroads, and the opening up for
settlement such of our Indian reserva
tions as the interest of civilization de
mands and necessitates.
15. That wo demand a modification
of tho trea(y with China so as to re
strict Chinese emigration to America.
16. That we hold that n well in
structed people nlono can bo perfectly
free, and that it is therefore cssentinl
that tho pMblic schools should be in
truded in tho duties of citixrnshfp
and the ordinary pursuits of life.
The Rush of IramlRriUlon.
During tho first three months of
this year there arrived in tho port of
New York about 155,000 aliens, which
is threo times greater than the num
ber who came during the same period
Inst year. If this difference between
the volume of this year's immigration
and that of last year shall continue
until the end of December, tho arriv
als at this port for the last twelve
months will number not less than
400,000. a figure which will be unpre
cedented in the history of immigra
tion. We are now speaking of those
who enter nt the port of New York,
where, perhaps, about three-fourth or
four-fifths of the nliens arriving in
this country disombnrk. The aggre.
gate immigration to the United States
during 1850 may, therefore, be estimat
ed at about 600,000. Tho magnitude
of this total will bo better understood
when it is known that the highest fig
ure heretofore reached in one year is
449,600, which was the number of ar
rivals at all ports in 1S7-. The next
highest was 437,000, in 1873, and 427,
800, in 1874. Many suppose that tho
present unprecedented increase in the
influx of foreigners, is chiefly due to
the famine in Ireland. Such, howev
er is not the case. The rising tide is
from all countries, and the increase
is not relatively greater from Ireland
than from other parts of Great Brit
ain or from the Continent. The reas
on of this is plain ; the Irish famine
will doubtless cause a very considera
ble swelling in the volume of emigra-
twn'from that country, but it is yet
too soon to expect this. Indeed, the
famine will for a time check emigra
tion, since want of money will prevent
many from leaving the country. The
famine of 1S4G-7 did not begin to
show its effects on emigration until
about a year after the distress came, ,
and it was not until 1851, that the !

the new army bill. But the most ra-j
tional explanation of the present re-
markable immigration to the United j
States is the return of commercial j
and industrious prosperity in this
countrj. It has been estimated that
the emigrants of this year will add
from $25,000 000 to f 30,000,000 to the
cash capital of the country by bring
ing that amount with them, but this
will be but a small part of the increa.se f
in the national wealth o,nd idustrial
resources of the coantrvwhiehwill be
brought about by an accession to the
population of 400,000 or 500,000 men
and women, most of whom are skilled
laborers.

tain, seeing a rival boat half a mile

pine knots, bacon, etc., to be thrown
