A decision in the habeas corpu
casc of Parrott was rendered bv
Judge Hoffman on the 22d, and in
effect declare! the anti-Chinese law
enacted by the present legislature in
Sacramento to bo in conflict with
the United States treaty with China
and the constitution of the United
States. In rendering his decision,
the judge quoted an unusual num
ber of authorities. Ho said that if the
right of the legislature to restrict cor
porations in the manner intended
by the law in question should be ad.
mitted, there would "be limit to the
harm which might be accomplished.
The Chinese arc here and arc granted
all benefits of trade or travel by soL
omn treaties which are enjoyed by
any other foreigners. If the legisla

ther, thy could exercise right to de
clare that cmploj-es of railroads shall
be of certain creed. If the fact of
laws and their enactment were not
so plainly before us it would be
difficult to believe that the lcgisla.
ture could declarca law so seemingly
a contemptuous breach of treaty ob-
jignuuiis. xn conclusion juuge
Hoffman remarked : It is ceneralh'i
admitted by the best classes on the j
coast that the unrestricted immigra- j
tion of the Chinese is a menace to j
our peace, and even to our civiliza-
tion. It is an evil, however, which!
abrogation or amendment of the
Burhngame treaty alone can remedy.
The senseless cry of "the Chinese j
must go,"is an insolent denial of the j

States. When
