and ho says, in italics that, "it is the
mottled purjose in South Carolina
that tlie intelligent and responsible
sitisens shall rule, whether they are

the only question for consideration
is to determine how this can be
done with tlie least shock to
moral sentiments of the nation.
The queti6n is not discussed upon
tho abstract principal of right, but
how best to do it with the least
shock to the moral sense of the
community. It is admitted that it
can be done in the future as in the
past by the suppression of the Xe-;
gro votes, but this is not without J
"unpleasantness" and attended with
some "uncertainties." The "News'
says that it can Be done according
to law, and in such a manner as to
command the acquiescence of Dem
oorats, of honoitr upright, God-fearing
men in every part of the Union.
It then projoses an education, test
in order to do which it would re
quire a Constitutional amendment,
but in order to make this effective
for the next election, it is proposed
to pass a law requiring all voters to
write their names when they go to
the polls to vote, and all who can
not write are not to be allowed a
vote.
This is rather an injurious plan,
and if fairly and impartially enforc
ed all over the nation, might not be
a bad test, but wo are of the opinion
that our Democratic friends would
not regard such a measure Demo
cratic in any part of the country,
oven in those Southern States where
the lately emancipated race is in
the majority.
Tho object of the movement is so
apparent that it loses all appearance
of justice, and can only be explained
hy that othor enunciation "that it is ;
tho fcottlotl purpose of tlio party to
rule whether they are nominal y in . ,
tho innjonty or not ; peaceably if
wo can, but forcibly if they must.

stamps for change. Treasurer Gilitin
says that he is not to blame because
silver change is in the treasury in
stead of in circulation as there is no
appropriation to pay the expenses of
! its shipment. People who want frac
tional or silver coin can obtain it in
exchange for legal tender notes by
paying express charges at government
contract rates which tiro threu mills
per mile on every five hundred dollars
