The Democratic parly for .1 few
3cars past lias become distinguished
for attempting important legislation
by attaching a provision that would
not pass on its own merits, to an
appropriation bill, and thus force it
through. By this means members
who might lc inclined to oppose
the measure, arc compelled to vote
for it or run the risk of defeating
necessary appropriations to carry on
the Government.
The San Francisco "Call" on this
subject says :
The debate in Congress on the
amendment of the rules shows very
plainly that there is a large element
of tho Democratic party unwilling to
relinquish tho right of attaching
"riders" to the appropriation bills,
lfon. Alex. II. Stephens, of Georgia
whose democracy is not to be im,
peached, made an able speech in the
House against the practice on tho 10th
instant. "He did not believe," he said,
"that, according to tho Democratic
doctrine of Jefferson, Madison and
Jackson, it was ever intended that ap
propriation bills should be encumber
ed with any other legislation than ap
propriations. If there had been any
progress in legislation in this country
it had been in excluding from appro
priation bills other matters as ri
ders." Congressman Speer, also from
Georgia, had preceded Mr. Stephens
in this lino of argument. He declared
that "no one could measure the evils
to which the course pursued by the
Democrats at the extra session might
lead. Among the results which might
be expected," he said, "were anarchy
nnd the repudiation of the National
debt." It is not believed that these
viows will prevail with the Democrat
ic majority in Congress, which has
made up its mind to precipitate a
state of a flairs such as existed at the
extra session. It has boon warned,
howovcr.by the leading lights of the
to desist, but seems not willing to
take heed.
The Indian Territory
It will be remembered that a short
time since the President issued a proc
lamation forbidding tho invasion of
tho Indian Territory by emigrants,
and intimating that in case the proc
lamation was disregarded tho military
would be used to remove them. Now
comes a Kansas City dispatch, which
says : ' Soveral car loads of emigrants
from tho central States went down
the Galveston road the other day,
whose real destination is supposed to
bo Indian Territory. Colonics are
forming in southern Kansas, town
companies aro organizing in Kansas
City, and there is but little doubt but
thcro will bo a formidable invasion.
The President's proclamation excites
ridicule. It appears that plenty of
capital is invested in tho enterprise.
Tho affair seems to bo enginecrsd by
eastern capitalists,"

number of houses wore carried off with
nearly all their contents, while many
wcro hardly able to get their furniture

is very groat, probably reaching $100,

very close.
The Tolly of Imbor Riot.
The clomors and threats of the
sand-lot agitntors of San Francisco,
which have been on the increase for
sonic lime past, have brought out
Mayor Knlloch in a speech. It was
announced that ho would speak at
Union hall last Saturday evening,
and soon after the doors were opened,
the ball was crowded to its utmost
capacity. To illustrate the folly of
tho destruction of property as a rem
edy for existing evils, Knlloch said :
" It will be idle to argue then, as
I am happy to bo able to do now
applause, upon the folly and fool
ishness of disorder, when offensive
buildings are burned or blown up,
when trains arc wrecked, depots de
stroyed, and tracks torn tip. The
authors of the mischief suppose the
owners are tho principal sufferers.
Never was there a more foolish mis
take. They have only made a ready
sale of their property. The public
must pay the bills the laboring
classes themselves must pay the
most of them. Applause, and cries
of "That's so." New York city
I had to pay for every dollar's worth
of property destroyed or stolen by
the rioters of 1SG3, and, the riot
ing classes have had to pay their

"have had to pay the fiddler."
Wealthy men and corporations aro
assessed, as a rule, on only a small
portion of the real value of their
property. But the owners of small
farms, or a few head of stock, or a
little homestead, or a small comer
grocery, are assessed up to the full
value of their property, and the
more they are assessed, the more
laborers will have to pay for neces
saries of life. Every loaf of bread
they eat, every pair of shoes they
wear, everv article thev or their fam
ilies consume is loaded with an ad
ditional price to help pay the taxes
made necessarv bv everv riotous
demonstration. Tho total loss by 1
the Pittsburg riot was $4,500,000.
$172,000,000 with a population of
14U,UUU. 1 .:e amount necessary to
pay the damages is equivalent to a
fine of $32 15 upon every man,
woman and child in the city. The
lesson of this, is that laboring men,
when they feel themselves -wronged,
should make persistent but peace
able appeals for redress. There is,
as a rule, no scne in strikes. There
is no reason in riots. There is no
weal in war. Applause.
E. S. Kearney has been appointed
U. S. Marshal for this State.
Advice from Caracas, Venezuela,
to the Gth instant, state a rising oc
curred at Ciudad Bolivar, on the 29
ult. General Castilla Cortes, Com
mander of that place, was killed and
the rebels proclaimed General Colina
their Chief. Guzman Blanco was tak
ing active measures to suppress the
rising. Three steamers and 200 men
are ready for the campaign.
Ax account of the discover of per
petual motion by Wm. S. Obern and
Wm. F. Hyett, of Richard township,
Marion county, Ohio, is given. The
truth of the discover' is vouched for
by leading citizens. It consists of a
largo iron wheel, containing a large
number of slides, inclined panels, etc.
It will start itself. Obern is a miller
and Hyett is a mechanic. A model
has been made and sent to Washing
ton to patent. Meantime the patent
ees keep it under lock and key.
