the service or leave the city until it
had reduced and equalized its com
panies. In pursuance of this command,
(Jen. Arthur, acting as Quartcrniast-er-Gencral,
issued instructions coun
termanding his original order for
furnishing the troops with provisions
while on route from New York to
the South. The officers of the reg
iment, however, paid no attention to
tho order from Washington, further
than to lcg Gen. Wool, the United
States Conimandeiit, to rescind it
To their petition was added that of
many influential citizens and ladies.
General Wool gave the necessary
permission, the regiment marched
on hoard the troopship, and it
Kteamed down the harbor.
Of this occurrence the Quartermaster-General
was not informed
for nearly an hour after the sailing
of the ship; then an officer came in
to Ins headquarters and casuallv
said :
" Well, the firemen Zouaves have
pot off at last."
"Got off!" cried Arthur in aston
ishment; ' that's not jossible. Or
ders have been received from Wash
ington forbidding them to leave, and
there is not a pound of r revisions of
any sort on the troop (diip.''
This was only too true. The reg
iment had actually put to sea with
out food sufficient for one man for
one day. But the Quartermaster
General was equal to the emergency.
In fifteen minutes he put himself in
communication with an extensive
conti actor, made him an allowance
of fifteen cents extra for each ration, i
and ordered him to hire every tug
he could lay hands on, secure ra
tions for 1,300 men for five days,
and hurry down the bay aAer the
transport. This was done, and the
troop-ship, the officers of which had
discovered the condition of their
larder, having stopped on the way,
were overtaken at tho Narrows.
The supplies were put on board, and
the same night the regiment was at
last "off for the scat of war." X. Y.
