Weight at birth Civil Defense Is Government What is civl defense? If you understand how it is organized, you will have a better idea of what to expect and what not to expect in the way of as sistance during a natural or war- caused disaster. Civil defense is government. It is a coordinating agency for mak ing the best possible use of org anizations and resources which already exist, such as police and fire departments, welfare and medical offices, Red Cross, utili ties, all forms of transportation and communications, and many others—supplemented by volun teers. During a total disaster, these groups would be working together a coordinated team under the . name “civil defense." The State, counties and most cities in Oregon have civil de fense age^es. Persons charged with the ^responsibility for civil defense 'ir£ executive heads of government — your President, Governor, County Judge and Mayor. They can appoint direct- PAGE FIVE ors, but they cannot delegate the responsibility. The duty is as clear as the Federal Constitu tion, itself, which charges the government with the obligation of providing for the common defense. This is the yardstick: The main concern in civil defense is the care of people. The beginning and end of all planning is to min imize the effects of weapons on people and to maintain our will to win. ~ Aside from getting volunteers t« augment existing agencies, such as fire and police depart ments, one of the main aims is to condition people to the mental and physical shock which would accompany atomic attacks on our cities.
