One of the recommendations vital ly affects the pay envelopes of more than 30 million workers, for it con cerns th« amount of taxes that arc extracted from wages. At present workers have 1 per cent of all their earnings turned over to the govern ment for a so-called Social Security fund even before the wages ar® paid.
