T he g re a te st possession of a free
people Is th e ballot— th e rig h t to
vote. It Is a defen d er of o u r liberties
and a weapon ag a in st Injustice.
Yet th a t invaluable h eritag e is not
prized by m illions of otherw ise
good citizens. P roof of th is s ta te ­
m ent can be found in undeniable
statistics. In m ost elections,
less
than half of the persons who are en ­
titled to vote do ao. It is exceptional
when an election brings to th e vot­
ing booths m ore th a n fifty per cent
of enfranchlaed citizens.
One resu lt Is th a t public officials
a r e elected by m inorities— th e vote
of th e m a jo rity La silent. A nother,
and worse resu lt, W a flagging of in­
te re st by the people In a th in g which
vitally affects us a ll— o u r govern­
m ent.
T his year, th e re are g re a t issues
before us. No m a tte r w here we may
sta n d , It Is o u r du ty as well as our
privilege to m ark an X opposite
nam es of our choice on the ballot.
Only by doing th a t, can we have pop­
u la r governm ent.

la st election citizens had a choice of
endorsing H itle r o r of leaving the
ballot blank, th e re being no oppon­
ent. T hat la tru e of Italy, of Russia,

WHAT 18 CAPITAL?
We often hear ta lk of ca p ita l and
lab o r as though th ey w ere wholly
u n rela ted an d on opposite sides of
th e fence. But, actu ally , they are m u­
tu ally dependent. E ach needs the
