Management will be a figurehead and the state commissions will have little cause for continued existence. If they make a decision that might conflict with the blanket policy laid down at Washington, that derision will be au tomatlcally regated. So strict and sweeping are the provisions of the bill that a utility could not engage legal or engineering counsel, expand facilities or buy supplies, without permission of the Washington com mission.
