year 1022, together with penalty, in
terest and costs, thereon, upon real
property situated in Jackson county,

much as It Is— perhaps too much.
People residing In a certain stretch
of street— say a few blocks In length—
could easily, und at low coat, through
combined action, make the whole
neighborhood, both Inside and outside
the property line, beautiful beyond
anything now Imagined. Other neigh
borhoods would be quick to follow the
example, and the whole city would be
the gainer. The streets thus Improved
and cared for would be more desirable
than they are now, residence In them
would be sought and prized, and as a
result property values would advance.
From whatever point of view the
matter is looked at, the effect would
