Such a government would quickly lose concern for what should remain Its primary role of preserving the fundamental economic and political framework of a free society. Taxes are apparently on the way up, the value of the dollar on the way down, deficit s p e n d in g continues and new proposals abound for pouring more untold billions of tax dollars Into expanded federal programs. Only the people through their votes and expressions of opinion to elected officials have the power to control the size of the federal government. The future of freedom will depend on a majority of the people making their concern and dls- a p p r o v a l felt at the polling places during state and local as well as national elections. THIN-WAU. P ia a Caatra!Palai WORKERS TO SHARE COM PENSATION Approximately 35,000 Oregon employers will share in the six million dollar workmen’s com pensation insurance dividend declared, effective Aug. 2nd, by the State Compensation De partment. The dividend is the largest ever In the state for workmen’s compensation. Charles B. G ill, J r ., general manager of the SCD, said this dividend will be paid to em ployers who carried Insurance with the State Compensation Department within the fiscal year 1965-66. Dividend distribution Is sch eduled for August 28th through September 15th. Checks will range from a high of $220,000 to a low of $5. The dividend is approximately 19 percent of earned premiums. G ill attributed the dividend to low administrative costs, high investment yields and favorable loss ratios. The previous high for a work men’s compensation dividend was the SCD’s 1966 distribution four million dollars. It appears that It will directly reduce Ore gon’s personal Income tax re ceipts by $5 million in the 1967-69 biennium. The corpor ate tax Increase will have a minimal Impact on Oregon. And, If the lessons of the past hold any prospect for the future, it Is likely that the total loss to Oregon will exceed this because of the mulitude of adverse short-run economic effects that usually accompany federal tax Increases. This news Is distressing in the face of Oregon’s already bleak fiscal outlook It under scores the Importance of prompt legislative enactment of a meaningful tax program In the forthcoming special legis lative session. I believe It to be Impera tive that the special session adopt a bill using the federal- adjusted gross Imcomc figure as the amount from which to compute Oregon’ s Income tax. This would greatly simplify the state’ s tax return with resulting reductions In the cost of pre paration. Once the complete text of the president’s message reaches Salem, the state’s principal re venue officers will thoroughly review the ramifications of the president’s tax recommend ations on Oregon’s finances. I have asked that any significant divergence from their pre lim inary conclusions be lmme- diatley reported to me.
