Tour year* ago C. E. Spence, Master
of the Orange, advocated the Orange
bill which proposed the Issuance of 6
per cent bonds by counties for oon
struction of perm anent roads, the
bonds to be paid by direct tax levy.
Mr. Spence is now vigorously op
posing the road bond bill which pro
poses isuing $(¡,000,000 twenty-five-
year 4 per cent bonds for hard surfaced
roads, A direct tax is not imposed for
the retirem ent of these bonds. Ample
revenue to pay the interest and retire
the bonds at m aturity is already pro
vided by law from the increased auto
mobile licenses and the existing one-
fourth mill state road tax which has
been a fixed tax against all property
In the state for the last four years.
In other words, the bill to be passed
upon by the voters at the June elec
tion will not increase the general
taxes of the individual.
If Mr. Spence was right In 1912 he
is wrong now.
Dr S. A. Mulkey has purchased a
new car. He traded his old car in on a
new Maxwell. Since the new car ar
rived our genial dentist has been seen
more or less on the streets of our city
or on some of our nearby country roads
running his nice new Maxwell. He has
promised ye pore editor a ride, and he
is looking forward to this treat with
real pleasure.

Moving of heavy gun carriages, and

at present are available in Oregon.
If our state is exposed to attack, the
railroad facilities are not as well
adapted to carrying heavy guns as
are improved highway», ami it is up

Should the rr. lrcad centers become
too congested, owing to war burdens,
or should they fall into the hands at
an enemy, tie through roads would

Good roads are indispensable to the
progress and prosperity of any slate
or community. Such Iniprov einents
attract the tourist, encourage local
development, promote social life. Im
prove m arket conditions and stimu-
late thrift. Rural life is made more
attractive and agricultural develop
ment is advanced in proportion as ac
cessible roads are established and
maintained. The further settlem ent
and development of the state's unten
anted lands add to their value. The
consequent incrense in assessable val
