Trie law requires th a t the newspaper, in making proof of publica tion, shall swear, in addition to the m atters now required by law, th a t the charge for the publication was at th a t rate, giving the exact sum, on th a t basis, for the identical publication certified to. T hat fixes the ra te the same for all newspapers, large or small, and no newspaper can charge more or less than that, except for "charitable purposes,” and when for charity the affidavit must so set it forth. H ereto fore rates differed in different papers and indifferent parts of the state, soms c mrging as low as 3 cents per line, while others charged as high as 10 cents the line. That condition proved perplex ing to both clients and attorneys. U n der the new law the attorney can give his client the exact cost of the publica tion m a tte r before the case is started and will be a benefit to all concerned. The wish of an overwhelming majority of the senate was defied. Their refusal to back up the president in this national crisia is inexcusable. To create division now where unity should prevail will cause nations across the sea to believe that this country is not behind the president. To refuse the president the authority asked for to defend the rights of Americans, is a spectacle of national humiliation, one that will do more to relegate the peace-at-any-pricers to ob livion than any other fool move they could have made.
