If they vote to do so, we pledge ourselves to spend only what is absolutely necessary for this purpose. We have decelded to call a special election for the above pur poses, and we herewith submit a de tailed statement of the financial con dition of the city, and will cheerful ly explain more fully anything con nected with the same that may not appear clear to anyone.
