A recent report by Professor Moore,
chief of the w eather bureau, upou the
Influence of forests on clim ate and on
the run off of w ater is of Interest and
value at this time. In some respects
Professor Moore antagonizes popular
belief. H e holds th at the cutting away
of the forests Is uot Invariably fol­
lowed by harm ful results, because
their existence has nothing to do with
the precipitation of rainfall. Floods,
he says, are caused by a precipitation, I
the source of which is vapor floating
too high In the air to be affected by !
the conditions of the surface air.

droughts, floods and on precipitation, j
On the other hand, authorities of equal
experience believe th at broken, cultl- 1
vated and perm eable soil covered a
large part of the year with growing
grasses and cereals are quite as effec­
tual In conserving rainfall as trees.
The report Is assuring in th at it ban­
ishes fear of calam ity on account of
tho reckless forest cutting of the past. I
But It Is far from the last word upon
tho wisdom if not the necessity of rea­
sonable forest conservation from this
time forward.
