HK WtitR QUESTION.
'T 'l I E HERALD is informed
A that the Condor Water and
Power Co. propose to submit a
proposition to the Central Point
town council at its next meeting
with a view to supplying the
town with water for municipal
purposes. While not advised as
to the details of the proposed
offer, it is understood in a general
way to be similar to the proposi
tion that company recently made
to Medford, with perhaps the
additional combination of an irri
gation district to be organized in
the section adjoining and sur
rounding the town by which the
same company would furnish the
farmers and orchardists with
water for irrigation purposes.
It is also rumored that the city
authorities of Medford are con
sidering the matter of making
Central Point a proposition to
sell us water from their Fish
Lake system when it is in opera
tion. It is claimed that they ex
pect to iiave much more water
than they will need once their
system is in operation and that
they might derive some revenue
from the sale of the surplus.
A third proposition is one by
which we would rely entirely on
our own resources and draw our
supply from well3 into a stand
pipe which would give us the
necessary pressure for all pur
poses.
The Herald is not at this time
advocating nor opposing any of
these projects. It desires to see
the one which will give us an
ample supply of pure water at
the least p r o p o r t i o n a t e cost
adopted.
Water we need and water we
must have before the town can
go ahead as it should and practi
cally every citizen feels assured
It will, once the water question-is
settled right.
AN ABSURD ÌIII0RY.
The theory that the people’s
choice last June for senator
should be rejected by Republican
Statement No. 1 members o f the
legislature because Taft received
a majority in this state, or be
cause the Republican registration
greatly exceeded the Democratic,
is one put foreward by desperate
and unscrupulous political gam
blers, and has no solid and merit
orious foundation.
The latter argument assumes
that every voter must vote the
straight ticket and for every
candidate on it, as he registers.
If one registers as a Republican,
he must vote not only for Taft,
but for a Republican senator,
representative, and Republican
state and county officers. He
lias no right to exercise any inde
pendence or discrimination any
where. It is assumed that every
man who voted for Taft must or
should of necessity have voted
not only for Cake, but for the
Republican nominees for the
legislature, for sheriff, for as
sessor, for mayor, for every state,
county and city office.
It is to
this reductio ad absurdam that
this assumption inevitably leads.
If this idea be correct then
there is no need of balloting at
nil; the nominees o f the party
that has the highest registration
might as well be declared elected.
The election is a mere uselese
form. Not a minority candidate
anywhere along the line is en
titled to any chance of election
whatever, for the registration
shows that his i*arty is not strong
enough to elect a single man.
The registration alone *ould de-
termine the election. What an
absurdity such a plea is!
But Taft carried Oregon by a
large majority; therefore, it is
urged, the same voters must
have necessarily changed their
mind as to senator, and must now
desire a Republican s e n a t o r .
This again assumes that the
voters must not and cannot dis
criminate between men at all;
must elect every one of the same
party with the head of the ticket.
But innumerable instances show
that this is not and under a free
ballot cannot be the case. In the
late election, Ohio, Indiana and
Minnesota gave Taft majorities,
and at the same time elected
Democratic governors. Shall the
people of those states be incited
to repudiate their own act, and
try to deprive these governors-
elect of their offices? This is
just as reasonable as to say that
because the people of Oregon
preferred Taft for president they
do not wish Chamberlain for
senator, after they have declared
that they do want him in that
office.
Tni3 thing happens in every
election as to all sorts of offices,
in many states.
Multnomah
county, of which Portland is the
greater part in point of popula
tion, is Republican on national
politics by some 8,000 or perhaps
10,000 plurality. Yet within the
past few years it has elected a
Democrat for sheriff and a Dem
ocrat for district attorney, and
Portland has twice elected a
Democrat for mayor.
Why, 1
then, were the people not incited'
to overturn their own work and j
keep these Democrats out of
office? It might as well have
been said in these cases that the ‘
people had made a mistake, did |
not know what they were about, j
were the victims of a "juggle” j
and a “ bunko game,” as to say
so now with respect to Chamber-
lain.- Portland Journal.
