The post office d e p a r t m e n t
shows a deficit o f $15,000,(XX) for
the year now closing and Mr.
Edwin C. Madden, the wondrous
wise Third Assistant Postmaster
General, wants to stop the defi­
cit by increasing the rate on
second-class mail matter, which
includes newspapers and maga­
zines. Madden has been worried
for years about the cheap rate of
that class o f postage and has
been doing his best to increase
the cost o f current reading mat­
ter to the general public. He
does not say a word about the
big graft in his department that
is caused by the 1 ranking privi­
lege which is enjoyed by con­
gressmen. The g o v e r n m e n t
transmits thousands o f tons of
mail every year for these gentle­
men absolutely free.
Neither
does he apparently give a thought
to the excessive rates paid the
railroad companies for carrying
the mails, which everybody else
knows is nothing short o f an
absolute steal. At stated periods
the mails carried on every rail­
road train in the country are
weighed daily for thirty con­
secutive days and from this basis
the compensation for the railroad
companies is figured for the next
four years. During this period
is when Mr. Congressman gets
in some good work for his favor-
ite transportation company with
his little franking privilege. '1 he
mails are systematically padded
during this time with hundreds
o f tons o f worthless truck o f all
descriptions, it even being of
record that bricks, scrap iron,
etc. are sent through the mails
in order to bolster up a showing
o f false tonnage that the rail­
roads may draw pay for work
they do not perform for another
four years. Madden winks the
other eye at those practices and
then prates o f the wrongs the
government suffers because o f
the low second-class rate. Mad­
den should have a brass collar
with a big identification tag so
that his masters, the r a i 1 r o a d
magnates, may not lose him.
They could ill afford to spare him
from their service.
