RECIPE LOR A GOOD TOWN.
By the transportation commit­
tee o f the Chamber o f Commerce
o f Portland the first draft o f a
a bill has been submitted, for
“ an act to regulate commerce
and common carriers in this
sta te.”
It proposes to create a
railroad commission o f three per­
sons and to define their duties
and powers. The bill is said to
be founded on the law of Wiscon­
sin, with additions from the law
. o f Texas and of other states.
It is very long, because it deals
minutely with a most extensive
subject, and must therefore con­
tain great multiplicity of details.
Merely to define the scope o f the
bill would require great space.
It is to apply to every common
carrier engaged in the transporta­
tion o f passengers and property
wholly by rail, or partly by rail
and partly by water; and it
enters into minute details as to
switching, storing, transfer, ex ­
change of business between trans­
portation lines, regulation o f ter­
minal companies and supply o f

A friend o f the H erald called
attention to the fact the other
day that heavy crops of corn
were grown in the Rogue River
Valley last season without irriga­
tion and without enough rainfall
to wet the ground from the time
the corn was planted until it was
harvested. This would be con­
sidered remarkable in the great
corn belt of the middle west, but
in the Rogue River Valley it is
not uncommon.
A s a matter of
fact, there is nothing in the way
o f big, elegant products of the
soil that is considered remark­
able here.
