can be effected in the light of Italy's
present and future Incapacity to pay
more than a fraction of the obliga­
tion.
The administration is confident that
congress will approve the settlements
with both Italy and Belgium, which
will have the profound effect of isolat­
ing France, the only recalcitrant war
debtor.
Rumania has begun negotiations for
a settlement and Jugo-Slavia and
Greece have signified a desire to pay.
By the time congress acts all the
debtors will have settled save France,
Armenia—a nation which does not
exist—and Russia, a nation which haa
repudiated its debts and the govern­
ment of which Is not recognized by
the United States.
