T he the­ ory of a short and decisive war teems now to be abandoned, and unlessconditions materially change the experts say the contest will be prolonged, but none hazards a guess as to how long. Teachers of Sherman county have been offered assistance from the University of Oregon in cov­ ering the required work from the new state reading list, tne offer having just been received at the office of county superintendent of schools, F. E. Fagan. The super­ intendent, under section 24 of the school laws of Oregon for 1913, may not register any teacher until he is satisfied that at least one of the state reading list books has been covered. Th? state univer­ sity suggests that because of press­ ure of other work county superin­ tendents may find supervision of this sc;: difficult. I: H s there­ fore prepared study helps, and is ready to assist t.ie superintend­ ent and the teachers in any of sev­ eral ways. W hile the delay in passing the rivers and harbors bill huS, io some considerable extent, delayed work on the Celilo canal, a small force cf men has been kept through the summer, and the en­ gineer in charge estimates that if the necessary appropriation is soon made available, which now seems probable, the canal can easily be ‘completed within the next six months. The lock gates of the canal are being put in place in d work on the locks will prob­ ably be completed by the end of October. A small amount of concrete is yet to be placed, and a small amount of dredging at the ' eastern end, where the canal con- ' nects with the river, will bring the work to a point where the water may be turned into the ditch for the purpose of testing the locks.
