The company alleges that the entire initiative and. refer« nduui system, as enacted by the people and the legislature of Oregon, is nothing more nor less than an ex pensive farce; that it is void, null and worthless; because it violates the constitution of the Uuited States and of Oregon, in something like fifty different ways. A HURT FOR AN EARTHQUAKE. Monday September 2d, at 11.27. 41a. m., a distinct earthquake of long duration and probably very severe, was recorded on the seismo graph at the weather burean in Washington city, and lasted an hour snd thirty minutes. On that same day at 4.14 p. in.. Prof. Milne the seismologist of ihe Isleof Wight oliservatory, telegraphed to London the motion of a great earthquake which did not reach its maximum until 5.10 p. ui. Tho amplitude of tlie motion was the greatest record ed at that oliservatory since the Mexican earthquake. At the time Prof. Milne telegraphed the earth quake was already greater than three hours, and the shock was still continuing. The distance o f origin of the quake was supposed to he about 7,000 milpa frotá Eng land, iu one of two great seismic regions, North Chile to the west and the Bundada Islands in the Ma lay archipelago, and the Philippine islands to the east. It was stated that if the earthquake occurred on land great damage must have been done. A Washington dispatch of the 7th stated that the earthquake of the 2d uot having yet been located govern ment officials of both the United States aüd Canada were searching for it. Local scientists were of the belief that the cause was to be found in a spot about 6,300 miles irom the Uuited States. London observers were placing the point about 7,000 miles from London, and official brains Were bothering themselves in the attempt to find the intersec tion of those lines. September 11th a message from far off Alaska located the disturb ance in Ihe viciuity of the volcanic island Perry, which spraug up from the sea a short time after the Ban Francisco earthquake. The first word of the eruption was brought to Seattle from Dutch harbor by the steamship Victoria. When the hail of ashes descended upon Dutch harbor shortly after 4 o’clock Sept. 1, a slight quivering of the earth wits followed by heavy detonations, followed by heavy black clonds far to the southwaid. Gradually the black pall crept over the surround ing mountains, then people were mystified, then terrorized to discov er tiny particles of sand falling about the houses and in the streets. Aiua- w o rU r , w as h u t to d a b o v e t h e <fook* Moro Public Schools started no der very favorable condttioua, last Monday morning, hat was abruptly dismiMeed temporarily, Thursday morning, on mere technical school law interpretations. Prof. H. O. Anderson, who was engaged to teach the high school course and supervise the schools, has been teaching the past two years under a Normal School Diploma from A sh land Normal. This, in the past, has been held to be good enough by State Superintendent J. H. Acker man himself, but when Mr. Ander son filed bis papers with County Superintendent Bryant, Mr. Aoker- man promptly reversed his former ruliog. Miss Mae Anderson, Prof. A.’s sister, was engaged at the same time to teach a subordinate grade. She has not held a state paper, hut has several county papers. ? The school laws compel a teacher to pass 18 s u b je c ts before they will be granted a state certificate, but gives an applicant the option of only taking an examination in six sub jects a year for three years. Miss Auderaou bus taken 12, and passed creditably. In the valley, where she has b e e n teaching, tl e different county superintendents have issued her permits until the direct exam i nation, on the strength of her state and oounty standing. County Su perintendent Bryant did not think he was by law allowed to do so in this oounty, and as examinations oan only be held -at certain times, Miss Anderson bad to resign. U n der the circumstances Prof. Ander son considered the best oourse lor both to resign, r i n bis case there is little doubt but that his papers would have permitted him to teach the Moro school if he had stood on his rights. Tne main question for the tax-payer to consider in this matter is: What good are the Norm al schools of Oregon to the people who pay the bills for their mainte nance, when a diploma from one of the best State Normals is turned down unceremoniously,after having once been accepted f A Little Farm, Well Tilled.
