It is not common to find in the
daily press reference to the fed
eral plan m radical. Such a state
ment must reflect on the know
ledge of American history posses
sed by the writer. It is easily
proveable that the great compro
mise of the constitutional conven
tion that cave each colony two
senators and one representative
and apportioned the remaining re
presentatives by population has
kept the nation together. It has
also made development of the
west possible. Certainly the same
method of apportionment of legis
lative delegates used by the great
est nation cn earth is not radical.
In fact, it is the population plan
that Is radical. No nation and no
state uses the population plan as
fully as does Oregon. Internation
ally we hav? an organization that
gives each nation one vote with
out regard to size, population or
wealth. Nationally we give each
state two senators and at least
one repräsentative. And for this
state we operate on a ¡xqmlatlon
basis. Tiie power to do it is the
only thing that makes it possible,
tiie power cf concent rated popu
lation.
We read that states are sov
ereign and count ii dependent, a
statement that indicates more
knowledge of history ban of pub
lie affairs. The first l.t states for

It is soft and punky
enough for anyone, it is delivered

One family we know well is in
constant March for some kind ot
bread that tastes like oread, like
the grain it was made of. it could
lie hard and tough, it could lack
certain of the stylist additives,
but it must taste like bread, if
the bakers can solve that problem
and get back the business lost to
carrots and frozen fish, break
fast foods and prepared dinners
it will not need to worry about
prices or profits.
