was a sort of insurance program

But either the Forand bill or
the adm inistration hill would give
additional funds to those over 65,
the Forand bill directly from the
social security kitty and the ad
m inistration bill from states and
the federal governm ent. No part
of either would be paid by the
recipients.
W hat is surprising is that youn
ger people whose retirem ent fund
would lie tapjred have not raised
a howl about it. E ith er bill re
moves social security farth er
from the insurance ideal and puts
it closer to political paym ents for
a sizeable voting group. E ither
hill is dishonest.
