I t is our opinion that the men
who are leading the protesting
farmers in Wasco count? in taxa-
tlon matters are doing the farm-
ers disservice. They protested the
top rate of $160 l**r acre o rigin ­
ally set by the tax commission
engineers. When the tax commis­
sion agreed to a reduction of 20
per cent the farmers held out for
a 25 per cent reduction.
Certainly no one w ill argue
that there isn’t farm land in
Wasco county worth $160. One
couldn’t buy much of it at that
price. This does mean merely the
wheat land, nor would the top
price be placed on ’ land covered
w ith morning glory. That is the
top price.
In Wasco county there Is more
real property in the cities than
outside. By Insisting on reducing
valuations for farms the farmers
w ill certainly s tir up opposition
In The Dalles for comparable re­
duction in valuation of city pro­
p e rty which Is having tax trouble,
t<x). There are mote city people
than country people so In the long
run the farmers are unwise to
protest the assessment.
What makes taxes high is high
levies.
Assessments are made
merely to equalise taxes lietween
different classes of property and
between different property own­
ers. i f one class gets a reduction
the assessor and state tax com­
mission are duty bound to reduce
other classes, i t makes little d if­
ference to either assessor or tax
commission how high the valua­
tion is as long as It Is equitable
between classes and Individuals.
The incipient revolt In M ult­
nomah county Is more dangerous
for U may result In a combina­
tion of home owners who would
obtain reduction
In taxes on
homes. I f that Is done other kinds
of property w ill have to pay more
which would mean that rents
would have to go up, u tility rates
would have to la* increased and
probably prices
would have to
rise If personal property taxes
were greatly Increased. The state
would 1 m ? less attractive to new
business.
The consumer pays all taxes,
fn fact, he pays all costs. He gets
the goods and he pays for them,
including costs, freight, taxes.
Any segment of the economy that
trlesl to pay costs would be broke
In a short time, this includes the
producer, the dealer, the shipper,
the retailer.
When one group or taxation
class tries to reduce its taxes It
merely shifts them to some other
class, assuming equal assessment.
So far we have seen no evidence
that farm land In Wasco county
is assessed at a higher percentage
of true cash value than are homes.
