T his pow erful, single c o n tro l over O regon’s m ilk supply is
called the “ q u o ta system .”
If a farm er’s cow s forget this, get o u t o f line an d p roduce m ore
th an the q u o ta picked for him , he m ust take w hatever price he can
get som e o th er way— such as selling it a t m uch low er prices for
cheese, pow dered m ilk, and th e like.
N o t O regon’s producers, b u t the State, decides exactly w ho will
p ro d u ce the m ilk fo r o u r needs an d how m uch each farm er can
produce. Such lim itations frequently have m ade it necessary to
depend upon the uncontrolled W ashington m arket fo r enough
m ilk, instead p f o u f ow q O regon farm ers.
