As far as the people are con
cerned it is often the local board
that takes the rap for inefficiency
above them. Rulings are made for
the entire nation although con-
ditions are much different in a
county like Sherman and a coun-
ty like Ogelthorpe county, Georgia
or the overcrowded isle of Man-
hatten.
