The news carries a dispatch from
Salem giving the word th at Judge
McMahon is prepared to investi
gate the legisature. And a noble
idea it is too, Judge, and one which
we hope will grow to eventually
encompass other branches of gov­
ernm ent as well.
We dan think of nothing th at
would do as much good as an im­
partial investigation—provided it
could be done, which it can’t—of
the legislature. It would undoubt­
edly cure a good marry persons of
wrong ideas about legislators and
how laws are made.
The judge mentions the sins of
logrolling but the report is not
sufficient detail
to
determine
whether he speaks as the voice of
experience or as heresay evidence.
The latte r would hardly be judicial.
The judge has brought to the
front, if the news account’ be
trustw orthy, which it surely mu*t
be, a popular fallacy about legis­
lation. We refer to the notion
that legislation is made on the
barter system whereby votes ar«
traded as a comodity. There may
be some of it for so much smoke
m ust indicate some small fire, but
cs a general practice it is frowned
upon by good legislators as much
or more so than ¡by the general
public.
Legislators as a rule are as much
inclined to stick to their principles
as ate other members of the human
ruefc. Voters in elections are not
given to trading a vote "for she»--
ff for a vote for clerk and likewise
legislators are not given to tra d ­
ing a vote for fishing for a vote
for trucking.
Morals, public or private, don’t
change noticeably on election to
office and the people are inclined
to vote for men of integrity for
public positions.
Those who have the duty of re­
porting legislative doing's could do
democracy a favor iby explaining
how legislation is made and how
legislators act. If it takes a grand
jury investigation to bring about
• this inform ation, let it be done.

W HEAT LEAGUE MEETING
It is apparent to one who has
attended many meetings of the
wheat league that there is more
of a professional air about it than
formerly. By this we mean that
the speakers prim arily represent
some other interest than the wheat
farm er and their appearance is on
n paid basis. Of the nine speak­
ers on the program eight were em­
ployees of the federal'governm ent
in one form or another. One was
a miller. Considering the de­
pendency the wheat farm er has
toward the federal government
this may be a natural condition.
-Still, it does cause some ques-
tiqiyjng on the part of observers.

to better financial conditions on
the part of^the farm ers, a greater
executive ability on the p art of
the chairm an or a lack of intense
interest on the part of the farm ­

At Pendleton one committee
meeting was held with one farm ­
er present and, it is reliably re­
ported, th a t a committee adjourn­
ed' because of the lack of a farm ­
er to lend the necessary agricul-
tu raln tm o sp h ere.
So the professional air is not all
imaginary.
This is not sa id -to bring dis­
credit on the Eastern Oregon
. W heat League for it is an excel­
lent institution with a background
of sound principle and a history
of achievement.
Yet, like many another organiza­
tion it may need a ^ b it of over-
• hauling now and then to keep It
properly ’ representative of the
gi.oup it was formed to represent.
